ABOUT THE POSITION: The Cloud and Infrastructure Engineer (County Classification Title: EDP Office Automation Specialist II) reports to the IT Supervisor.

We are looking for someone who is as comfortable white boarding complex software architectures with a roomful of engineers as they are with briefing an executive audience. The Cloud and Infrastructure Engineer will collaborate with a team of IT Engineers responsible for enterprise systems. You will mentor (but not supervise) ICT's infrastructure engineers and technicians.

Our Cloud Migration and Infrastructure Engineers work closely together to support all enterprise infrastructure systems. The ideal candidate has real world experience accelerating cloud migration capabilities to meet the demands of the enterprise and departmental business needs. Expertise in on-premise hyper-converged solutions will support new hybrid cloud offerings for the departments of the County of Santa Barbara.

THE SCOPE OF TECHNOLOGIES includes but is not limited to: Enterprise Applications such as Exchange, Active Directory, Identity Access Management, enterprise monitoring, and the Microsoft System Center Suite; Wired and Wireless Networking; VMWare, Storage, Backup, IT Security, Cloud solutions such as O365, Azure, AWS, Google, and proprietary vendor solutions.

As an Infrastructure and Cloud Engineer, you will be responsible for evaluating, designing, building, testing and implementing IT systems with the following duties:

-Design and coordinate the implementation, maintenance and upgrades of our enterprise infrastructure system.

-Define and enhance our private and public cloud security posture, harden our current infrastructure.

-Participate in infrastructure solutions refresh projects, and lead incident response efforts leveraging existing tools and developing new ones as needed.

-Troubleshoot the most complex and difficult infrastructure and cloud challenges.

-Lead as an internal IT infrastructure consultant supporting 20 different departments, integrating departmental systems into the network and infrastructure, participating in meetings and on project teams, exploring the customer's business requirements, providing recommendations, evaluating risk and informing customer decisions.

-Contribute to the County's Information Technology Strategic Road Map.

-Interface and work with County vendors providing IT solutions.

-Act as the subject matter expert for IT technologies with specialized expertise in one or more enterprise systems.

-Research, evaluate, and prototype new methodologies, technologies, and solutions that enable business transformation according to County standards and best practices

-Analyze the County's business requirements, provide recommendations, evaluate risk and assist customer decisions.

-Plan, design, and implement IT architectures to meet business, security, and compliance requirements

THE DEPARTMENT

General Services provides a full range of services, guidance and expertise that enables County government to deliver public services effectively. Our services include Capital Projects, Facility Maintenance, Purchasing, Real Estate Services, Vehicle Operations, and Information and Communications Technology. Information and Communications Technology is a Division within the Department of General Services and is responsible for defining and developing IT infrastructure systems to satisfy specified requirements of users and/or applications within our County's 20 Departments. Our division is responsible for the continuous lifecycle of the Information Technology Solutions from deployment and management, to replacement. THE BUSINESS ENVIRONMENT:

This position is primarily located in downtown Santa Barbara; however the incumbent may be required to travel throughout the County. This is a fast paced environment and you must be able to multi-task and respond to multiple, high-level priorities and customer's competing needs. The IDEAL CANDIDATE will have strong interpersonal skills, a high level of professionalism and:

-Demonstrated ability in analyzing, designing, testing and implementing enterprise-wide cloud migrations, specifically O365, Azure, AWS, and/or Google.

-Professional experience in analyzing, designing, testing and implementing enterprise-wide infrastructure solutions, specifically systems such as VMWare; storage, backup solutions, on premise converged and/or hyper-converged infrastructure solutions; enterprise monitoring; enterprise applications; Windows server; Microsoft Active Directory; Microsoft Exchange; Microsoft System Center Suite; and/or wired and wireless networking.

-Strong analytic and problem-solving skills and the ability to deal with the ambiguity associated with a rapidly developing environment.

-Excellent oral and written communication skills and the ability to effectively interact with all levels of internal and external customers.

-The ability to work well independently and as a team player while making positive contributions and assisting others as necessary.

EXAMPLES OF DUTIES

1. Provide expert support and technical assistance for IT infrastructure hardware and software.

2. Write technical documentation and make presentations to audiences with varying degrees of technical knowledge;

3. Act as the subject matter expert for IT infrastructure hardware and software technologies.

4. Researching, evaluating, and prototyping new methodologies, technologies, and solutions that enable business transformation.

5. Define and establishes baseline and future architecture based on County business needs

6. Plan, design, and implement advanced architectures to meet business, security, and compliance requirements, enhancing and/or evaluating solutions for IT infrastructure hardware and software installations.

7. Assist with and/or develops cost-benefit studies to determine effectiveness of procuring IT hardware/software and provides recommendations to management.

8. Act as a technical liaison with third party hardware, software and support maintenance vendors;

9. Collaborate with other IT Professionals as needed to ensure efficient operation of the County's computing environment.

10. Establish disaster recovery and business continuity procedures

12. Perform reviews during project lifecycles including: requirements review, implementation and post-implementation phases.

EMPLOYMENT STANDARDS

1. Four (4) years of experience that included analyzing, designing, testing, and implementing enterprise-wide software and hardware on a large scale (about 150 servers), including two (2) years of direct experience with a large wide area network (about 5000 devices); Or,

2. Two (2) years of experience performing duties equivalent to those of an EDP Office Automation Specialist I with Santa Barbara County; Or,

3. A combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.
