-A valid typing/keyboarding certificate, on agency letterhead and signed by the agency administering it, dated within the last year verifying a net typing/keyboarding speed of 50 wpm, net. Self-tested, computer generated typing certificates will not be accepted.

The applications will be used to select the best-qualified applicant to participate in the selection process. A skills examination may be administered to those candidates meeting the minimum qualifications. A qualifications appraisal interview will be used to assess the candidate's knowledge, skills and training experience. The Director of Human Resources will make the final selection and appointment.

ABOUT THE POSITION

Under general supervision, performs the daily processing of personnel, benefits and payroll actions for county employees; performs a variety of technical activities in support of a centralized personnel system. Incumbents may be assigned tasks related to workers compensation, leave processing, health benefits, risk management, or general Human Resources operations. There is currently one position available.

SALARY RANGE

$3,359 - $4,305 per month plus benefits (includes 4% confidential pay)

The hiring salary range indicated above has six steps with approximately 5% between each step. New employees normally start at step one and after satisfactory performance during a 12 month probationary period, advance to the second step. Thereafter, annual merit step increases are based upon satisfactory performance. Steps 7-15 are additional merit steps (eligibility every two years) with approximately 2.5% between each step.

MINIMUM REQUIREMENTS

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

-Four years of experience in human resources, payroll, accounting, fiscal recordkeeping or a closely related field.

-High school diploma or GED certificate. Business-related coursework is preferred.

RESPONSIBILITIES AND DUTIES

Important responsibilities and duties may include, but are not limited to, the following:

Maintains and monitors personnel records and reports; researches discrepancies.

Performs a variety of personnel duties in the preparation, processing, and maintenance of the job class table, leaves, and benefits.

Responds to a variety of Human Resources and benefit inquiries from employees, applicants, vendors and others.

Provides risk management support in areas of workers compensation claims administration, disability management, employee health and wellness programs, loss prevention, liability and property claims administration and insurance.

Enters personnel data into relevant databases and manual filing systems; reviews entries for accuracy and correctness.

Verifies and processes leave accruals and usage.

Reviews and processes payroll and human resources forms; checks and verifies information for completeness and compliance with Personnel Rules and Memorandums of Understanding.

Acts as a County-wide resource by resolving problems of a routine nature encountered within the scope of work.

Conducts new hire orientation; briefs employees on County benefits; conducts and assists with annual open enrollment for County employees and dependents.

Assists in the leave tracking process; prepares medical leave packets, meets with employees regarding medical leaves.

Acts as a Human Resources, benefits, leaves, or personnel processing liaison for department representatives.

May perform specialized computer operations including but not limited to desktop publishing, leave tracking or applicant tracking.

Monitors and prepares contracts and expenditures; collects, compiles data and information.

Assists in coordinating and scheduling a variety of training activities for County employees; acts as liaison with contractors providing training services; assists trainer in set up and materials preparation.

Provides recruitment support by preparing outreach material, screening applications, preparing general correspondence, proctoring examinations, and performing other related duties.

Provides administrative and clerical support in various employee/labor relations areas, including but not limited to investigations, discipline and associated appeals, and labor negotiations.

Reviews the work of others for completeness and compliance with applicable internal documents and standards.

Adheres to the confidentiality standards of the Privacy Act of 1974, {U.S.C. § 552A}.

Performs related duties as assigned.

BENEFITS

CalPERS retirement plan, either 3 @ 60 for Classic, or 2 @ 62; deferred compensation plans available with monthly matching contributions; paid holiday, vacation and sick leave; paid health insurance, life, dental and vision insurance for employee. This position is part of the Colusa County Employees Association (CCEA), Confidential Unit.
