GA-EMS’ expanding portfolio of specialized products and integrated system solutions support critical fleet, space systems and satellites, missiles, power and energy, and process and monitoring applications for defense, industrial, and commercial customers worldwide.We currently have an exciting opportunity in our Systems Engineering superdirectorate for a Project Engineering Manager . This position leads a small team of Project Engineers responsible for engineering and development of GA-EMS satellite products and technologies in Centennial, Colorado. This position directly supports GA-EMS space-systems business units in the development of innovative new designs in resolving advanced technical engineering problems. This position reports to the Sr. Manager of Project Engineering.ROLES AND RESPONSIBILITIES:This position typically reports to a technical manager and is responsible for the planning, managing and technical performance of an engineering unit—in this instance reporting to the Sr. Manager of Project Engineering.

Participates with technical staff, program managers and/or Division/Group executive management to develop and implement current, annual and long-term technical, schedule, quality, business and financial objectives for the unit.

May also contribute to the development of annual and long-term objectives for the Division/Group.

Objectives are typically accomplished through subordinate engineering team leaders.

May be responsible for decisions that impact the unit where erroneous recommendations could cause schedule delays and allocation of additional resources.

Performs other duties as required.

Essential Functions:Lead activities for engineering project(s) including planning and managing technical performance to ensure quality, business, and financial objectives are attained.

Implement current, annual and long-term technical, schedule, quality, business, and financial objectives for the engineering unit and may also participate in the development of Group/Company objectives.

Participate in and coordinate the establishment of design concepts, criteria, and engineering efforts for product research, development, testing, and integration.

Interact internally with engineering team and/or with suppliers, vendors or customers to share information and for basic problem resolution. May act as primary contact for engineering activities.

May participate in the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract(s).

Ensure technical leadership and excellence is maintained by participating in the planning, attraction, selection, retention, and development of the required management, professional, and technical talent.

Lead progress review sessions to discuss cost, schedule, and technical performance.

Identify engineering issues and provide leadership in developing solutions such as re-allocation of resources or modifying contract specifications.

May participate in the development of new business opportunities and expansion of existing business

Generates and provides performance feedback on a recurring basis (typically yearly)

Responsible for aligning overarching Project Engineering department objectives with objectives for the reporting team.

Works with their management, as well as the Director of Space Systems Engineering, and Sr. Program Management leadership to implement project engineering practices that align with Engineering Organizational objectives and Programmatic objectives.

Provides supervision to direct reports in Project Engineering and delegates performing Project Engineering roles on satellite programs. May also serve as a Project Engineer on a program.

As a summary, Project Engineers:

Are responsible for designing the engineering development effort and leading the execution and implementation of the engineering process in concert with the Chief Engineer and Project Manager.

Are accountable for aggregate technical team, plan, and performance to plan.

Ensure that program technical resource needs are defined and met by working with the functional organizations to identify and secure appropriate staffing.

Manage resource needs and leads engineering activities for a cross-functional engineering team on a project.

Execute program plans to conform to cost, schedule, production, and performance commitments.

Support technical leadership on product design, development, and improvement projects in concert with Program Management.

Represent the project team’s efforts to the engineering functional organization.

Represent the engineering functional organization to Project Management.

Communicate with engineering professionals, solution users, and management throughout the solution development cycle, and represents the company as a prime technical contact on contracts and/or projects.

Present engineering work products in periodic and milestone reviews to senior staff and customers.

Organize all engineering work to support the project Integrated Master Schedule (IMS) and budget per the Project Management Plan (PMP):

Assist in the management and execution of the IMS

Lead development of engineering inputs to program IMS

Provide day-to-day prioritization of tasks as planned in engineering schedule

Work with PM/scheduler to update engineering manpower estimation

Accountable for engineering tasks, budget, schedule, and performance

Tracking and reporting of engineering schedule metrics

Coordinate and drive engineering tasks and actions to closure in a timely fashion while providing updates to the Program Management Office and senior leadership.

Responsible for the execution and implementation of engineering processes: design, development, integration, test and performance verification.

Manage the planning, execution, and tracking/reporting of all technical aspects of the engineering development for company systems.

Evaluate the integration of the engineering solution within the overall engineering environment; ensures that appropriate documentation, testing, maintenance, and engineering updates are completed in accordance with Systems Engineering best practices.

Lead the engineering product development process through major program milestone reviews (SRR, PDR, CDR and TRR).

Formulate plans, typically long-term, for solution(s) development, documentation, and deployment, as well as meeting various compliance, reporting, and safety standards.

Support development of interface control documents, software requirement specifications, performance specifications, presentations and review test plans/procedures.

Support the development and execution of test plans and guides the integration, verification, validation, and documentation of requirements through the system development cycle.

Keep comprehensive notes/records, provides formal documentation following established processes and makes technical presentations, as required.

Lead support for proposals/white papers and interfaces with customers

Work with functional engineering leads to develop Basis of Estimates for engineering support to projects.

Job Qualifications: Job Qualifications:Typically requires a Bachelors, Masters or PhD in engineering or a related technical field as well as nine or more years of progressively complex engineering experience with at least three of those years having management responsibilities. May substitute equivalent experience in lieu of education.

An Engineering degree is preferred, though a science degree may be accepted with appropriate experience.

Demonstrates broad technical expertise and application of engineering principles, concepts, theory, and practice with the ability to organize, plan, schedule, conduct, and coordinate workloads to meet established deadlines or milestones, with significant experience in project leadership.

Must possess the ability to resolve management and technical problems.

Requires strong skills in management, project management, leadership, communication, systems engineering, and engineering technical disciplines.

Detailed knowledge and understanding of systems engineering processes, flow down of system requirements, system architecture and the interaction of system and subsystem requirements.

Detailed knowledge and understanding of system verification and validation to ensure the final products conform to the stated requirements.

Demonstrates knowledge in the application of engineering principles, concepts, theory, and practice as well as project management and leadership skills including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones.

Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives; capable of representing the organization as a prime technical contact, as well as providing leadership and guidance to less experienced professionals.

Customer focused, must be able to work on a self-initiated basis and in a team environment, and able to work extended hours and travel as required.

Contract orientation: understand and apply statement of work requirements, familiarize stakeholders with contract and organization requirements.

Detailed working knowledge of PLM/Windchill is desired.

Knowledge/experience with Requirements Management Systems, support requirements, lifecycle planning and integration for DOD systems is desired.

Strong computer skills (e.g., Microsoft Word, Excel, PowerPoint, Project) are required.

Multi-tasking team player with a hands-on approach; customer-focused, formulates plans based on the development of innovative new designs in resolving advanced technical engineering problems.

Demonstrated ability to organize, plan, schedule, conduct, and coordinate workloads of technical team to meet established deadlines or milestones

Broad, multi-disciplinary technical expertise and a history of applying of engineering principles, concepts, theory, and practice

Previous DOD experience highly desirable.

Have a desire to work in a fast-paced testing environment.

Must be able to work extended hours and travel as needed.

Ability to acquire and maintain DoD Secret or higher security clearance required.
