Description of JobOEDIT is seeking an experienced Senior Budget Analyst to provide budgetary and accounting support. Experience in state budgeting and accounting tools is preferred. The operations division exists to support the Office’s efforts to achieve its wildly important goals by providing leadership, accurate financial reports, helping leadership comply with legislation, statewide fiscal rules, and internal controls. The Senior Budget Analyst would assist in all of these aspects. Essential Duties and Responsibilities: Long Bill & Budget ProcessDevelop broad expertise into the Office’s budgets, operations, and governing statutes

Review OEDIT’s budget requests and make recommendations to OEDIT’s leadership and the Governor’s Office of State Planning and Budgeting (OSPB), based on:

Justified programmatic necessity

Alignment with Governor's priorities

Assist in drafting the Office’s annual and supplemental budget submissions to the General Assembly

Work with the Government Affairs division to ensure accurate tracking of the Office’s budget requests and appropriations through the use of existing systems and spreadsheets

Work with the Government Affairs division to counsel divisions in the drafting of requests for new or augmented funding

Identify issues within the long bill, appropriations clauses, and the inner workings of internal budgets and communicate solutions to OEDIT leadership and respective divisions

Track spending authority of existing and proposed programs and identify and communicate necessary changes to that authority to OEDIT leadership

Respond to questions from OSPB, OEDIT’s leadership, and staff about the Office’s budgets and operations

Work with the Government Affairs division to monitor JBC meetings/hearings

Help manage communications between the Office and JBC staff

Office Budget Analysis

Review budget-to-actuals with Accounting Manager and participate and lead quarterly meetings with divisions to review budgets

Counsel the Office and its divisions on means of addressing programmatic needs through their available funds

Enforce budgetary controls as mandated by the State Controller and identify budgetary issues that may violate controls

Provide junior accounting staff with potential corrections to budgets to prevent over expenditure

Update the annual Long Range Financial Plan in accordance with statutory requirements

Assist in the development and oversight of a spending plan for American Recovery Plan Act (ARPA) funds and State Stimulus funds

Develop sustainable systems and processes to ensure allowability and allocation of ARPA funding received by OEDIT

General

Adhere to all health and safety policies in the planning and execution of activities

Use word processing, spreadsheet, database, and scheduling software applications to prepare correspondence, plans, reports, schedules, and other documents

Provide continuous effort to improve operations, streamline processes, and work cooperatively and jointly to provide quality customer service

Participate in project teams as required

Participate in conferences and workshops as required

Other duties as requested and required.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsMinimum Qualifications: A bachelor's degree in a related field (accounting, business administration, public administration, public policy) and 3-5 years of related work experience is required. Preferred Qualifications include:Experience with large data sets

Ability to perform benefit-cost analysis or cost-effectiveness analysis

Skilled with the Colorado Operations Resource Engine (CORE) accounting system
