What Success Looks Like In This JobAssists the Motor Vehicle Branch Manager with supervising the daily operations and personnel in the main location or a branch office; impact and influence through leadership in directing the Branch Office employees; supports the Branch Manager with issues concerning operations of the Branch Office; and serves as a backup to the Branch Manager. Under direction or in absence of performs the functions of the branch manager such as assigning work projects and providing direction and guidance to branch office staff. Must be able to work at an independent level and provide guidance and leadership to the office staff throughout the Motor Vehicle Department.Examples of Duties for SuccessProvides direction and guidance to motor vehicle staff. Delegates work assignments and implements quality control procedures to ensure efficient operation of branch office.

Identifies problems and potential solutions regarding department operations in order to assist management in the development of policy or new procedures for more efficient operations and effective delivery of services to the public.

Assist and collaborate with Branch Manager on department processes.

Assists in overseeing and/or monitoring the general safety and security of the motor vehicle branch office.

Assist and coordinates re-assignment of Motor Vehicle Technicians with the Adams County External and Internal Motor Vehicle Managers to ensure proper coverage in all motor vehicle branch offices.

Ensures department policies and procedures are followed and updated as needed.

Conducts performance evaluations, makes recommendations on hiring, firing, promotions, salary adjustment, and recommends disciplinary actions to the Branch Manager.

Responsible of maintaining sufficient inventory of office supplies and equipment, license plates, tabs, etc. as necessary.

Supervises lobby operations on Qmatic ensuring efficient staffing and effective lobby management daily.

Assists and advises staff, as necessary, resolving complex problems and non-routine situations.

Reviews and verifies refund requests.

Schedules proper staffing including vacation, sick leave, and compensatory time.

Approves monthly time cards and acts as backup to Branch Manager in approval process.

Performs special projects of a complex administrative, technical, or confidential nature, as assigned and required.

May be required to assume the duties of the Service Center Supervisor as needed.

Successfully handles multiple demands with short time frames.

Ability to administer multiple programs simultaneously.

Assists with ongoing training of staff.

Performs other related duties and responsibilities as needed.

Qualifications for SuccessKnowledge of statutes, rules and regulations, and forms pertaining to motor vehicle titling and registration, lien filing, fees, and taxes. Understanding of the motor vehicle processes as they pertain to emissions and insurance requirements.

Knowledge of interpersonal communication skills and ability to establish effective harmonious working relationships with other County staff, officials, the general public, and other governmental agencies and entities.

Strong customer service skills required.

Knowledge or ability to learn Human Resource principles, as well as County and Division policies and procedures.

Knowledge of supervisory principles and practices.

Ability to exercise sound analysis and decision-making.

Ability to professionally handle escalated customer situations in person or via phone.

Knowledge of data entry procedures, typing ability, math and grammar skills.

Mental alertness and adaptability to routines are key.

Ability to produce written correspondence or documentation using proper grammar and form.

Ability to communicate clearly and concisely, both orally and in writing.

Ability and knowledge to perform duties of all positions in the Motor Vehicle branch office and Service Center.

Ability to demonstrate competency in PC applications such as Microsoft Office and all components as well as the Motor Vehicle systems.

Ability to work extended hours as needed.

Ability to give instructions in emergency situations (i.e. fire/tornado drills, injured worker or customer).

Knowledge of statutes, rules and regulations, and forms pertaining to motor vehicle titling and registration, lien filing, fees, and taxes. Understanding of the motor vehicle processes as they pertain to emissions and insurance requirements.

Implement effective leadership principles and practices.

Knowledge or ability to learn project and business process management principles and tools, managing time lines, and allocating resources towards accomplishing successful project completion within specified time frames.

Ability to stoop, stand, sit for extended periods, reach overhead and push, pull or handle objects weighing a minimum of 25 pounds.

Work is conducted in an office environment. Work atmosphere may be noisy and hectic due to contact with general public in person and on the telephone.

More Qualifications for SuccessAny combination experience and education sufficient to acquire the necessary knowledge, skills, and abilities outlined above is qualifying. A typical way to obtain the knowledge and abilities would be:Experience:

Minimum of three (3) years experience in a Motor Vehicle Department or a related field.

Supervisory experience is preferred.

Education and Training:

High school education or equivalent.

License or Certificate:

Class "R" driver's license, state-mandated auto insurance and own transportation are required.

Ability to become deputized.

Background Check:Must pass a criminal background check.
