General Purpose: Under general supervision of Budget/Finance Manager, this position provides more complex accounting support, with primary focus on payroll functions, assisting with CAFR and budget preparation, grant reports and receipting in addition to the accounts payable support and capital asset tracking. As an Accountant II level, this position also performs analyses for general ledger reconciliations and financial reporting. The Accountant II position may be required to participate in emergency planning drills and to respond as an ESF 14 during a declared emergency.

Essential Duties and Responsibilities:

Payroll

Maintain payroll database: add new employees into database; process employee changes such as status, salary, job title, etc.; process employee insurance changes; maintain payroll vendor data for garnishments, retirement, insurance, etc.; update payroll data fields as necessary

Prepare and process monthly payroll from vouchers submitted by County; reconcile payroll to the general ledger;

Maintain payroll information binders;

Process and distribute payroll reports, including corrections, to departments on a monthly basis

Prepare and file tax deposits on a monthly basis, Form 941 and State Unemployment Insurance reports on a quarterly basis, Form W-2 on an annual basis, and EEOC reports as required

Prepare and submit for publication the bi-annual report of employee salaries; review the newspaper to verify the published report and maintain a copy of the published report in the payroll binder;

Accounts Payable:

When required, prepare accounts payable including: verification of documents and accuracy of invoices or other related documents and records, disbursements, reconciliation of Accounts Payable to the General Ledger,

Review the Accounts Payable Report for authorization by the Budget/Finance Manager, County Manager, and Board of County Commissioners; maintains a copy of such in the Cash Disbursements binder in the Finance Office; copies of the processed warrants included in such report will also be maintained in the Cash Disbursements binder;

Update and maintain accounting journals, ledgers and other records detailing financial business transactions (e.g., disbursements, expense vouchers, receipts, accounts payable);

Work with banker to resolve purchase card issues, including obtaining new and termination of cards, adjusting credit limits and resolving "excluded" purchase issues; assist other personnel with recording information pertaining to credit card transactions;

General Accounting:

Maintain and follow: Park County Records Retention policy; financial internal controls, confidentiality per the Colorado Open Records Act;

Maintain professional and technical knowledge by attending educational workshops;

Answer accounting procedure questions by researching and interpreting accounting policy and regulations;

Record assets into the capital asset database;

Record electronic forms of financial transactions

Participate in Bookkeeper meetings; attend meetings in the absence of the Budget/Finance Manager;

Assist Budget/Finance Manager with Consolidated Annual Financial Report (CAFR) including statistical information;

Assist Budget/Finance Manager with preparation, review and documentation of grant reporting;

Assist Budget/Finance Manager with annual budget preparation

Complies with federal, state and local financial legal requirements, adherence to requirements, advisement to management on needed action;

Compile, research and analyze data for reconciliation or other reporting information as requested by Budget/Finance Manager;

Prepare and review (with Budget/Finance Manager) financial reports in advance of and for distribution to departments on a monthly basis;

Other related duties as assigned;

Emergency Preparedness

Maintain certifications for related to Emergency Preparedness

Assist Budget/Finance in generating billings to State and Federal agencies for disaster recovery as needed

Participate in emergency planning and drills as needed

Respond as an ESF 14 as required

Nature of Contacts with Others

This position will have contact primarily with other County staff members in providing/requesting financial or payroll information to/from County departments. This position will also have contact with vendors, representatives from other government agencies, and the public to provide or request information, to resolve vendor payment issues, and to report required financial information.

Responsibility for property, materials, money and confidential information

This position is responsible for the equipment used in the performance of the job including vehicles, telephone, computer, fax, printer, digital camera, copier, and calculator. Confidentiality must be maintained regarding work products for payroll, workers compensation records, garnishments, contracts in negotiation and certain other financial information in accordance with the Colorado Open Records Act, HIPAA, or any other applicable law or statute. This position will possess a code or key for access to the building during non-business hours and must be aware of and follow security protocols.

Physical Requirements and Work Environment

While performing the duties of this job, the employee is regularly required to sit at a desk and talk or hear. The employee frequently is required to walk and sit; to use hands and fingers and to reach with hands and arms. The employee is occasionally required to stand. Occasionally the employee might be required to lift and/or move up to 20lbs. Specific vision abilities required by this job include close vision, color vision, depth perception and the ability to adjust focus.

The work environment is typical of an office setting. This position may be subject to interruptions, multiple phone calls and inquiries. The noise level in the work environment is moderate.

Minimum Requirements:

Associate's Degree in related field or certification as a full-charge bookkeeper, preferred;

Minimum of 3years experience in related field; or

Or an equivalent combination of experience and education

Must consent to and pass a background check

Must possess a valid Colorado Driver's License

Knowledge, Skills and Abilities

Knowledge of general office procedures, Business English, and math.

Knowledge of accounts payable and payroll functions.

Proficiency using Microsoft Office applications including Excel, Word, Power Point.

Time management skills; deadline-oriented.

Ability to focus on tasks at hand.

Ability to monitor and review own work for accuracy and thoroughness.

Ability to interpret concepts and apply appropriately to situations.
