We help them take their rightful place in the workforce and in the community. This position exists to design curriculum, conduct skills development coordination and perform direct training activities to all staff of the Division of Vocational Rehabilitation as well as external stakeholder groups to ensure that the agency's vision, mission and goals are being met. This position works with the unit team to coordinate the Comprehensive System of Personnel Development so that the Division has qualified DVR personnel to provide the highest quality vocational rehabilitation services to eligible individuals with disabilities in order to achieve successful employment outcomes. This position functions as the staff authority in Federal and State regulatory interpretation for the Comprehensive System of Personnel Development to assist supervisors when hiring and in conducting a statewide training needs assessment so that DVR staff receive the necessary training to complete job duties. This position also exists to evaluate trainings and issue continuing education credits, as necessary.In the context of the above duties, the position may interface with staff from the Federal Rehabilitation Services Administration (RSA), the Council of State Administrators of Vocational Rehabilitation (CSAVR), the State Rehabilitation Council (SRC), Workforce Innovation and Opportunity Act (WIOA) mandated state partners, state legislators and disability advocacy groups to provide training related to vocational rehabilitation services; gather or disseminate information and synthesize input into DVR training, procedural or policy recommendations. In addition, this position may serve as a vocational rehabilitation subject matter expert to provide testimony to the preceding groups or interact with other state agencies such as the Office of the State Auditor, Department of Education, and the Department of Labor and Employment to provide and interpret DVR program knowledge.This position will be responsible for assessing and delivery of various curriculum and training for DVR staff related to labor market information and leadership development in order to support DVR's succession planning efforts.Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsMINIMUM QUALIFICATIONS:Education and Experience Requirements:Graduation from an accredited college or university with a bachelor's degree in counseling, psychology, special education, social work, behavioral science, disability studies or closely related field.AND Three years of professional experience in providing vocational rehabilitation training or working directly with individuals who have disabilities providing services appropriate to the work assignment.Substitutions:A combination of work experience in training or rehabilitation services which provided the same kind, amount and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree.Preferred QualificationsMaster's Degree in Rehabilitation Counseling or Commission on Rehabilitation Counselor Certification (CRCC)

Understanding and experience with Distance Learning and Training software

Prior training experience, including in-person and on-camera (webinars)

Experience using conferencing technologies such as Go-To Meeting, Zoom, and etc.

Experience using Blackboard and Google Classroom to deliver training and online learning

Vocational Rehabilitation experience in a public/government agency

Experience using Microsoft Office Suite

Experience using Google Suite Applications

Experience using electronic case management systems

Conditions of Employment:Must be a Colorado resident at time of application.

The person selected for this position must pass a thorough background check prior to employment.

Position must maintain a Certified Rehabilitation Counselor Certification, or be willing to obtain the certification within 2 years of hire.

Travel between regional offices will be required a few days a month to deliver training or attend conferences and meetings.

Effective September 20, 2021, employees will be required to attest to and verify that they are fully vaccinated for COVID-19, or, submit to twice-weekly serial testing. Upon hire, new employees will have three (3) business days to provide attestation to their status with proof of vaccination, or begin twice-weekly serial testing for COVID-19.

Testing will take place in-person/at home/TBD and will be considered paid work time.
