Bi-Lingual COMMUNITY OUTREACH OFFICER

Location: Delta, Colorado at Alta Vista de la Montana Agricultural Housing Apartments

Immediate Supervisor: Deputy Director

Salary Range: $14.00 “ $15.00 per hour

Classification: Non-Exempt, part-time at 20 hours per week

Community Resources and Housing Development Corporation (CRHDC), a Colorado nonprofit housing organization, is seeking a part-time Spanish bi-lingual employee to market our property and administer our DOL (Department of Labor) Temporary Housing Assistance Program throughout the Delta area. The successful candidate will be based in our Delta apartment complex office, but will drive their own vehicle to market and identify clients in need of housing and temporary rental assistance. This position offers flexible daytime hours with some evening and weekend hours.

Relationships

1. Reports to and takes direction from the Deputy Director.

2. Maintains professional, courteous relationship with farmworkers seeking assistance and housing

3. Maintains relationships with landlords, growers, and service providers; and specifically, with Workforce Development Offices.

4. Maintains working relationships with other staff members.

DUTIES AND RESPONSIBILITIES:

1. Market both Alta Vista de la Montana Farmworker Housing and the DOL Temporary Housing Assistance Program:

A. Recruit participants:

Identify marketing opportunities and relationships that have clients who may be in need of farmworker housing and temporary rental assistance.

B. Outreach:

Provide program information to places of agricultural employment.

Provide program information to service agencies and Work Force Development Offices.

Provide program information to landlords who rent to agricultural workers.

Schedule and present public information sessions.

Schedule and present information sessions directly to farmworkers.

Assist in development of brochures, fliers, and other collateral

Assist in preparing and submitting print media.

Translate material collateral as needed.

2. Temporary Housing Assistance Program Delivery:

Creating a full client folder for each client so that CRHDC can be reimbursed by the Department of Labor.

A. Application Intake:

Checks for completeness of application.

Checks for supporting documentation.

Checks required signatures.

Checks for all required application elements.

B. Applicant Certification.

Follows certification procedures

Verifies farmworker status

Checks for applicant duplication or duplication of services

Follows program compliance procedures

C. Payment of Rent or Utilities:.

Codes and requests assistance checks per CRHDC accounting requirements

Provides specific payment details

Records payment data

Tracks balance of grant available (for each grant)

D. Reporting:

Prepares weekly sub-reports and monthly reports and gives to the Compliance Officer

Prepares monthly and quarterly narrative reports and gives to the Compliance Officer

Retains a copy of all reports segregated by grant contract.

3. Other Duties

Follows all emergency policies and procedures.

Attend instructional classes and staff meetings as required by management.

Any other duties as assigned.

EXPERIENCE AND QUALIFICATIONS:

 High school education or equivalent.

 Work history with farmworkers and/or farmwork employers preferred.

 Own transportation.

 Knowledge of service agencies.

 Ability to communicate well.

 Bi-lingual Spanish

 Ability to follow instructions, both written and verbal.

 Ability to interact with wide range of people.
