31603BRRequisition ID:31603BRBusiness Unit:TSUJob Description:Under direct supervision, performs basic GIS data development activities, including developing and updating GIS databases from hard copy maps, site plans, existing electronic data sets, and GPS (Global Positioning System) and field survey data.

Identifies and accounts for differences in map projections and overlay of information from different sources.

Supports the development of map layouts, atlas maps, and web maps.

May collect field data using laptops or tablets and/or GPS.

Performs quality control or quality assurance measures to check data, using specific methods prescribed by others.

Utilizes GIS maps and data to perform basic GIS analysis and problem solving under direct supervision.

Tests applications developed by others, usually using a prescribed testing plan.

May support end users for specific applications.

Developed basic geodatabases designs and makes minor changes to intermediate databases/geodatabases including changes to database tables, fields, etc., with the design decisions being performed by others.

Performs other duties as required.

Contributes to firm's TKM by assisting in the development of white papers and technical design documentation of new or special case designs, studies, etc.

Submits technical papers and designs for publishing to technical journals with approval and review.

The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands.

Equivalent additional directly related experience will be considered in lieu of a degree.

Preferred Qualifications:2 years of progressively responsible professional technical experience related FEMA’s Risk MAP program or other flood-related work, including floodplain mapping.

Familiarity with most of the following tools: Microsoft Office Suite, Microsoft Access, Microsoft SQL Server, ArcGIS Desktop, ArcGIS Online, GPS devices, scripting languages including Python and JavaScript

Past experience in Risk MAP study production, including base map, terrain, FIRM database, preliminary product development (including summary of map actions), flood risk product development, FIS development, and H&H general knowledge.

Familiarity with FEMA’s MIP submittal requirements and strong knowledge of FEMA guidance, standards, and technical references.

Comfortable with client-facing role, providing updates and presenting issues to FEMA PM directly and on a regular basis

Certified Floodplain Manager (CFM)

GISP or ESRI (Desktop, Developer or Enterprise) Certification

Project Management Professional (PMP) Certification

M.S. / M.A. in geography, computer science, geology, planning, mathematics, engineering, or a related field

Familiarity with ArcHydro, HEC-RAS, HEC-GeoRAS, HAZUS

Basic programming/scripting in HTML5, Python, XML, JavaScript, FME, SQL
