SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of, and skill in applying, fundamental HRM laws, principles, systems, policies, methods, and practices; as well as interviewing, analytical, and research techniques sufficient to conduct factfinding and recommend solutions to moderately difficult but well-precedented and/or recurring issues and problems. Knowledge of standard recruitment and placement principles and practices and of the occupational design of positions within assigned organizations to analyze position requirements and to decide upon and apply a standardized recruitment strategy. Knowledge of the standard principles and practices of classification and the analytical and evaluative methods and techniques required to gather and study position information; to interpret and apply position classification standards; and to determine classification of positions. OREDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. ORCOMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Federal HR affirmative employment, recruitment, placement principles, classification and position management concepts, policies, and analytical techniques. 2. Knowledge of labor & employee relations concepts, case law, principles, practices, legal and regulatory requirements sufficient to perform analyses and draw conclusions on basic legal issues, problems, and situations, and advise managers regarding appropriate corrective techniques in response to a range of conduct and performance issues. 3. Ability to maintain harmonious relations with managers, supervisors, employees, co-workers and others, to ensure cooperative resolution of conflicts, and to provide effective coordination of activities. Ability to work as a member of a team. 4. Skill in coordinating, consulting or working as a team member consisting of functional or cross functional personnel. 5. Ability to gather and analyze facts, and draw conclusions from information. 6. Ability to communicate information effectively, orally and in writing. Ability to plan and organize work effectively. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
