SUMMARY OF DUTIES:

Amtrak's Infrastructure Platform Services team provides keys services to the enterprise such as Identity and Access management, Identity Governance, Privileged Access Management, Microsoft 365, Exchange, and Voice Services. The Principal Systems Engineer IAM oversees major complex projects providing subject matter expertise and technical direction, serving as a technical lead and point of escalation. The role is accountable and responsible for systems analysis, design, development, integration, and enhancements.

The Principal Systems Engineer will be expected to be involved and take a lead technical role in day-to-day enhancement and development of Amtrak's systems and will have demonstrated expertise in User Life Cycle Management, Compliance Management, Access Certification, Password Synchronization, system integration, configuration of rules and workflows. Involvement may also include the following: responding to change requests, Tier-3 trouble ticket resolution, monitoring platforms for failures/ exceptions/threshold issues, performance tuning, optimizing applications performance and testing applications for product upgrades and patches.

This role will partner with stakeholders like Information Security team to design quality technical solutions aligned with business goals and IT strategies, as well as, in compliance with the organization's architectural standards such as enabling Automation and Self-Service Features, Address Compliance Regulations, Embrace Zero Trust and Secure Access to technology resources including working with IT GRC to ensure we are compliant with our internal and external auditors.

ESSENTIAL FUNCTIONS:

  • Integrations and Enhancements: The resource will ensure that IAM service offerings are available to our customers. Integrate New Systems / Applications to implement Life Cycle Management including but not limited to provisioning, Password Management, Access Requests, Access Reviews by developing and configuring Roles, workflows, APIs, Scripts, Policies, and rules.
  • Collaborate with Information Security and IT GRC: Working with Information Security and IT GRC to support security and compliance requirements for completeness and accuracy including but not limited to timely removal of access, triggering access reviews, documenting PBCs and Walkthroughs for Internal and external Auditors to minimize and eliminate audit findings and material weaknesses.
  • Project Intake Management: Resource will be primary point of contact for Identity Solution and works on multiple projects of varying size and complexity. Resource should be able to provide proper estimates, appropriate artifacts, and delivering the full scope on time and within budget.
  • Operational Support: Resource is responsible for ensuring that proper monitoring and performance of Identity solution. This will include queue management as well as change and problem management.
  • Innovation and Technology Strategy: Stay current with emerging technology and trends in Industry. Introduce and Implement Innovative solutions to improve customer experience, Increase Operational Efficiency and Ensure Safety and Security aligning with Amtrak's core values and Strategic Themes.

MINIMUM QUALIFICATIONS:

  • 4+ years of proven work experience of software development including languages like Java, Bean shell.
  • 4+ years of experience with Relational Databases like MS SQL, Oracle etc.
  • 2+ years of experience with Identity solution like SailPoint Identity IQ, ForgeRock, or similar products.
  • 2+ years of experience Microsoft PowerShell for System Administration.
  • 2+ years of experience with Microsoft Active Directory, Azure and Scripting knowledge.
  • 1+ years of experience working with IT Governance, Risk and Compliance standards, processes, and procedures.
  • Bachelor's Degree in Computer Science or Information Systems.
  • Experience with developing custom changes to SailPoint IIQ.
  • Knowledge of Software development lifecycle (SDLC) processes, which includes unit testing, code reviews, and formal validation/testing.
  • Understanding of Identity & Access Governance including access request, certification, and role-based access control.
  • Familiarity with concepts of Object-Oriented Programming.
  • Must possess the skill to assess the client needs through direct interaction and identify opportunities to develop the business through effective use of technology.
  • Ability to work well under deadlines and in a flexible environment.
  • Proven ability to utilize adaptable communication skills to effectively translate between technical and business language.
  • Experience in educating project team members on business unit goals, objectives, and initiatives, and guiding junior resources to develop appropriate system solutions in alignment with business objectives.
  • Ability to identify, propose and oversee the execution of business and IT solutions as well as interpret documents communicating business and IT needs and requirements.
  • Must possess the skill to assess the client needs through direct interaction and identify opportunities to develop the business through effective use of technology.
  • Experience overseeing/managing third-party/vendor technical teams and resources.
  • Excellent troubleshooting skills.
  • Excellent oral and written communications.
  • Ability to work independently or collaborate as part of a team.
  • Queue, Incident, Change and Problem management experience.

PREFERRED QUALIFICATIONS:

  • 8+ years of proven work experience of software development including languages like Java, Bean shell.

WORK ENVIRONMENT:

  • This role will be the escalation point for a team with a 24x7 On-Call rotation that supports system operations and maintenance functions.
  • Requires periodic on-call status.
  • May require travel up to 10% of the time.
  • After hours and periodic shift work may occasionally be required.
  • Additional duties as assigned.
