SUMMARY OF DUTIES:

The Lead Software Engineer role is responsible for analyzing requirements, providing technical design, developing enhancements, integration, supporting testing, deployment and operational support of GIS systems. The Lead Software Engineer works closely with customers, business analysts and team members to understand the business requirements that drive the analysis and design of quality technical solutions. These solutions must be aligned with business and IT strategies and in compliance with the organization's architectural standards.

The successful candidate should have significant experience working with the ArcGIS platform and have demonstrated experience in Cloud technology, middleware/DB platforms, networking, infrastructure, packaged applications, system integration, or software development.

ESSENTIAL FUNCTIONS:

  • Provides technical leadership as part of a diverse team and provides consistent ownership for increasingly complex deliverables.
  • Works on implementation, maintenance, and administration of GIS systems and solutions - primarily Esri ArcGIS Enterprise (10.9.1) and ArcGIS Online environments.
  • Designs modern solution architectures involving GIS data stores, services and applications.
  • Generates scripts that enable data exchanges and/or syncing with other Amtrak critical business systems.
  • Supports the development and maintenance of web maps, web applications, and dashboards for end users to visualize KPI's and real time data via the ArcGIS platform.
  • Supports the management of data services within Amtrak's ArcGIS environments to incorporate updates, prepare scripts for exchanging GIS data with other Amtrak business systems.
  • Stay current with Esri platform updates and advancements to ensure Amtrak is leveraging it to its maximum potential.
  • Consults in the project planning process with customers, IT business analysts, architects, and team members.
  • Organizes and documents technical requirements. Creates technical design specifications and assists in sizing technical requirements.
  • Works with customers to develop and analyze application packages and tools and determine optimum functionality requirements to meet those needs.
  • Ensures that the design and application implementation meet security and QA standards.
  • Adheres to quality standards and procedures. Reviews modules for quality assurance and checks compliance with application architecture standards and Service Level Agreements (SLAs).
  • Assists in defining development guidelines and standards to be utilized in software development/integration.
  • May produce and analyze data extracts from system based on user requirements.
  • Provides technical leadership coaching and mentoring to team members. Provides technical guidance or system process expertise.
  • Develops reports and presentations for senior management, as needed.

MINIMUM QUALIFICATIONS:

  • Bachelor's Degree in Computer Science, Information Systems or Business Management with 6+ years relevant experience or 10+ years relevant work experience in subject matter expert capacity required to satisfy education and experience requirements.
  • General Web, Cloud & Mobility Background. Strong knowledge of core Internet (HTTP, Mail, REST, DB, Data Modeling etc.).
  • Strong documentation and communication skills. Ability to articulate complex architectures in actionable terms.
  • Advanced knowledge of Esri ArcGIS 10.x and extensions, ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise, GPS technology, UML Tools, model builder, Python for ArcGIS, and related geospatial software tools.
  • Experience analyzing, designing, developing, and implementing JavaScript based full stack solutions including extensive experience with CSS/HTML/JavaScript/jQuery/node/Bootstrap and both 3.x and 4.x Esri JS Libraries.
  • Experience writing Esri platform integrations that use third party APIs.
  • Extensive experience with Agile methodologies and techniques including SCRUM and SAFE frameworks.
  • Have a broad level of understanding surrounding information systems and application architecture standards.
  • Perform development of customer enhancements, and maintenance tasks using expertise with Structured Query Language (SQL) Server, Oracle.
  • Ability to work well under deadlines and in a flexible environment.
  • Must have experience/in-depth knowledge of business operations and systems requirements processes including ability to measure short- and long-term business goals.
  • Must possess the ability to utilize adaptable communication skills to effectively translate between technical and business language.
  • Must possess the skill to educate project team members on business unit goals and objectives and educate the business on the value of information technology.
  • Ability to identify, propose and oversee the execution of business solutions as well as interpret documents communicating business needs and requirements.
  • Must possess the skill to assess the client needs through direct interaction and identify opportunities to develop the business through effective use of technology.
  • Excellent troubleshooting skills.
  • Excellent communication skills - both oral and written.
  • Must be a problem solver, team player and demonstrate flexibility to adjust to fluid business requirement changes.
  • Demonstrate knowledge of the full IT development lifecycle and familiar with Agile/Scrum development environment.
  • Must be able to work on multiple tasks concurrently.
  • Must be able to reliably estimate time and effort required to complete a task.
  • Ability to quickly learn and understand complex applications and technologies.

PREFERRED QUALIFICATIONS:

  • 8+ years relevant experience.
  • Master's degree in Computer Science, Engineering, specialized training, certification, or equivalent work experience.
  • Experience in travel, hospitality or transportation industries

COMMUNICATIONS AND INTERPERSONAL SKILLS: Must have excellent oral and written communication skills.
