Overview

Credence Management Solutions, LLC (Credence) is seeking a U.S. Federal Government Acquisition Subject Matter Expert (SME) to support FEMA National Continuity Program (NCP) component acquisition and program management activities, including providing advice on and assistance with acquisition document and package development across multiple NCP divisions.

Responsibilities

  • Provide direct Branch acquisition project support including development of acquisition documents such as Mission Needs Statements, Capability Development Plans (CDP), Operational Requirements Documents (ORD), Concept of Operations (ConOps), Alternatives Analyses, Business Cases, Acquisition Plans and other artifacts as required by DHS/FEMA acquisition policy and related instructions.
  • Assist with developing/updating NCP program and acquisition management policies, processes, and workflows.
  • Develop best practices for guiding and supporting NCP/BMD through development of acquisition project documents and other artifacts required by DHS/FEMA acquisition policy and related instructions.
  • Assist with the administration of contract awards as a functional specialist with activities such as: milestone planning and budget estimation, tracking, scheduling, taking actions to approve performance, logistics and staff coordination as well as briefing and decision documentation preparation.

Qualifications

  • Must posses an active Top Secret clearance
  • BA/BS or MA/MS in related field such as any finance or business field
  • 5-10 years of Federal Acquisition experience, DHS and/or FEMA preferred.
  • Current or previous DAWIA or FAI Acquisition certification
  • Experience drafting acquisition life cycle documents including: Mission Needs Statements, Capability Development Plans (CDP), Operational Requirements Documents (ORD), Concept of Operations (ConOps), Alternatives Analyses, Business Cases, Acquisition Plans and other related artifacts.
  • Experience in acquisition associated project management and/or risk management plans.
  • Strong verbal and written communication skills
  • Proficient in MS Office, specifically Word, Excel and PowerPoint
  • Experience with MS SharePoint desirable
  • Telecommunications knowledge/experience desirable
  • Occasional travel may be required
