Title: Business Operations - Business Analyst IIILocation: Washington, DCDuration: Around 12 Months Job Description: Job Description: Summary:•The person will be responsible for analyzing business requirements and problems to automate or improve existing systems and workflow; keep track of a large budget and ensure updates on spend rate and ROI, and work with data scientists on new ROI measures; work with a large reports repository system to validate efficiency and ensure appropriate cross-departmental use. •The preferred person will have experience with budgeting and project management, as well as working with investigators, intelligence analysts, and third party commercial intelligence vendors.Core responsibilities:•1. Provide quarterly scorecard-type updates to stakeholders presenting ROI of budget expenditures based on departmental budget.•2. Work with data scientists and engineers to better automate ROI measurements of the quarterly scorecard. Help conceptualize appropriate ROI measurements, or program manage their creation and eventual testing by data scientists and data engineers.•3. Oversee effective use of several commercial intelligence vendors used by the department.•4. Yearly, help develop a budget proposal by working with disparate stakeholders, collecting inputs, evaluating, and making recommendations.•5. Help develop quality feedback loops to determine effectiveness of analytic or other intelligence product work outputs.•6. Work with stakeholders to determine departmental effectiveness at hitting key intelligence analysis and collection KPIs; monitor the main intelligence reports repository for potential efficiencies, ROI, and user growth opportunities.•7. Document guidelines and procedures.•8. Project manage or coordinate key initiatives, including user testing and standardization of processes.Skills:•1. Required: strong English verbal and written communication skills, problem solving skills, attention to detail and interpersonal skills.•2. Required: Business Analyst, Project Management experience •3. Required: Working knowledge of G-Suite (Google Docs, Google Sheets, Google Slides, etc) •4. Strongly desired: managing and overseeing large budgets (execution, accountability, Q/Q spend rates etc) •5. Strongly desired: familiarity with basic statistical principles associated with measuring effectiveness (ROI) of budget expenditures •6. Strongly desired: prior work experience with the intelligence cycle; and intelligence analysis and collection •7. Strongly desired: prior work experience with national security issues, geopolitics, and national security decisionmaking structures •8. Desired: Proficiency with SQL •9. Preferred: Proficiency with Python or similar scripting languages 10. Preferred: Familiarly with data privacy laws (i.e., GDPR)Education/Experience:•Bachelor''s degree required. Degree in a technical field such as computer science, computer engineering or related field preferred.•Prior experience working with engineers or technical teams is preferred.
