We are currently seeking an experienced, dynamic and collaborative professional to serve as a Advisor of Data Strategy and Governance within our Data Strategy team. Reporting to the Director of Data Strategy & Insights, and the Data Strategy & Insights team, in an advisory and support capacity as well as in developing effective and scalable approaches to addressing data related problems and taking advantage of strategic and tactical opportunities. This position will enable the Director of Data Strategy & Insights to work more effectively with stakeholders and ensure the accomplishment of the Data Team’s strategic goals effectively. The

Advisor of Data Strategy and Insights will:
  • provide guidance to help develop effective and scalable approaches to address strategic data challenges. This includes reporting and analytic approaches to generate business insights, recommending and implementing technology solution approaches, and recommending and implementing data architecture approaches

Working in a creative and fast-paced environment, the Advisor of Data Strategy and Governance will develop the annual plans to provide effective oversight of USAC and/or the Universal Service Fund (USF). Among others, your responsibilities will include the following:
  • Advise the Director in the development and implementation of the USAC’s Data Strategy, Data Governance framework, Open Data framework, and analytic framework and agenda.
  • Critically assess proposed data architecture and ensure its technical components are aligned meaningfully to meets the corporate data strategy objectives.
  • Collaborate with IT in defining data standards and data quality metrics.Synthesizes key information / data and research in order to recommend data governance initiatives that meet business goals.
  • Advise the Director in the development and implementation of USAC’s data governance framework and support implementation of it.
  • Manage the prioritization of a Data Governance framework, roadmap and implementation plan.
  • Identify opportunities to include data governance into business processes.
  • Recommend data governance and best practices, tools and associated processes across the
  • Manage the operationalization of Data Governance across USAC and the Data Team’s Strategic Plan.
  • Manage the prioritization of a Data Strategy roadmap and implementation plan.
  • Advise and assist the Director in creating an analytic maturity framework and support implementation of it.
  • Advise and assist the Director in creating a data services framework, and support implementation of it.
  • Prepare formal reports and presentations of findings and recommendations; presents findings to various levels of leadership.
  • Provide guidance to analytics staff concerning data analytic and dash-boarding approaches and best practices.
  • Lead and oversees special projects, project timelines, monitors progress and the creation of coherent data team culture.
  • Collaborate with the Divisional VP to manage the day to day business activities.
  • Manage the overall work flow and operations of the Data Team to ensure that it is administeredeffectively and efficiently.
  • Lead in defining and implementing the Data Team’s procurement and hiring plan.
  • Other duties, as assigned.

About You

The successful candidate will excel at operating in a diverse and fluid environment, and will be crucial for the success of the Data and Strategy Division.
  • Bachelor Degree (Master Degree preferred) and relevant technical training.
  • Five (5) to Seven (7) years of directly related experience.
  • One (1) to Two (2) years of business leadership experience.
  • Six (6) years of experience overseeing operations, developing, and formulating short-range plans/ decisions.
  • Superior customer service skills working proactively and collaboratively with stakeholders to implement and enhance internal and external management reports and public-facing data analysis tools and data sets.
  • Strong general business sense and results driven.
  • Strong analytical and presentation skills.
  • Strong interpersonal skills.
  • Precise, detail oriented, and able to detect subtle inconsistencies in the data.
  • Superior skills conducting statistical and mathematical modeling and analysis.
  • Superior written and verbal skills. Must write succinctly and clearly and explain complex situations to technical and non-technical audiences.
  • Advanced level of MS Office.
