Job Description
ANALYGENCE, Inc. is seeking a Program Manager (PM) to flawlessly execute contract delivery on a contract for the Department of Homeland Security (DHS) Science and Technology (S&T) Directorate Office of Finance and Budget Division (FBD) located in Washington DC. As the PM, you will report directly to the Director, Federal / Civilian Programs and will be responsible for complete oversight of contract operational activities, managing profitability, ensuring client satisfaction, driving client-valued experience, and driving innovation that increases value for the S&T FSS clients.
Essential Duties and Responsibilities:- Responsible for the successful cost, schedule and performance of the contract
- Acts as the central point of contact for the Contracting Officer (CO), the Contracting Officer’s Representative (COR), the Government PM, subcontractor PM(s) and ANALYGENCE senior management
- Maintains time and attendance records for all contract employees, including subcontractors, and is responsible for all program management, issue resolution and other contract support including staffing, timely and accurate deliverables of weekly activity reports, weekly burn-rate reports, monthly status reports, and other similar contract requirements
- Utilizes expert communication skills needed to direct the skilled technical resources and report on the technical progress as well as write and review technical documents
- Also be responsible for leading capture and new business development efforts within S&T and DHS; drive business development with and through his/hernetwork by organically growing existing business and positioning ANALYGENCE for successful new contracts.
- Customer focused contract delivery that results in Excellent CPARS ratings
- 100% compliance with ANALYGENCE program management and team member engagement standards
- 100% compliance with all CDRLs
- Fully staffed program within established corporate margins and contract ceiling
- Identification of additional mission requirements and associated funding that result in new Government procurement opportunities
- Active participation in corporate BD activities and proposal development
Qualifications
- Must be able to successfully complete DHS suitability investigation
- Master’s Degree and active PMP certification
- Ten (10) years’ experience as a program or project manager in managing programs and contracts of similar scope, type, and complexity is required
- Demonstrated experience in resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting
- Knowledgeable of DHS processes, policies and operations
- Experience in Internal Controls and Financial Audit
- Familiarity with Inter-Agency Agreements
- Direct experience in the management and control of funds for resources using complex reporting mechanisms, such as Earned Value Management (EVM)
