SummaryThe subject position is located in the Bureau of Administration, Office of Operations (A/OPR). The incumbent functions primarily as a senior level management analyst and authoritative advisor in providing consultative, evaaluative and program policy advice to the Deputy Assistant Secretary for Operations (DAS).If eligible, applicants to this announcement may be referred to other positions in other Bureaus/Offices in the Department.ResponsibilitiesDevelops and applies efficient procedures for performing government contract quality assurance Liaises with Contract Officer. Develops solutions to especially complex and difficult problems and make recommendations for improvements.Provides authoritative consultation to senior level managers within the Department on interpretation and formulation of technical, functional and program management strategies related to procurement objectives and contract administration.Serve as Contracting Officer's Representative (COR).Develops in-depth reports and delivers oral presentations to senior management.Collaborates and coordinates with the Office of Operations (OPR) project managers, and COR's to develop, implement and maintain a Quality Assurance Surveillance Plan (QASP) for all OPR contracts.RequirementsConditions of EmploymentQualificationsApplicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.Qualifying specialized experience must demonstrate the following: Experience performing responsibilities of a Contracting Officer Representative (COR), e.g. contract administration, monitoring contractor performance and adherence to work specifications and milestones.Experience with federal contracting and procurement laws, regulations, authorities, and principles, and contract types and requirements encompassing the full contracting lifecycle to develop and implement comprehensive procurement plans, objective and strategies.Experience analyzing and evaluating policies, procedures, guidelines, and administrative processes to provide recommendations to improve operations for an office or organization.
