This position will be accountable for the implementing and monitoring of new GASBs, such as GASB 87, 94 and 96. Experience with capitalization of fixed assts and depreciation in accordance with GAAP, GASB and agencies policies. Strong analytical skills and experience with large data and complex calculation to ensure accurate financial reporting. The ideal candidate should have strong experience overseeing/leading a team of at least three, review and approve work performed. Other required skills should also include preparation of footnotes, reconciliations, and analysis. Evaluation, interpretation, and implementation of accounting standards as they relate to WMATA is essential as are communication and writing skills. This incumbent will report to the Senior Manager of Accounting in this role.Minimum Qualifications :Graduation from an accredited college or university with a Bachelor's Degree in Accounting, Business Administration, or related field. A minimum of seven (7) years of progressively responsible experience in an accounting operation characterized by a full complement of accounting systems (automated and manual) in a governmental and commercial practice and extensive supervisory/managerial experience in major accounting systems. Three (3) years of experience in asset management including accounting for fixed assets and capital projects. Three (3) years of experience working with PeopleSoft financial system modules (preferably PeopleSoft Asset Management) or comparable ERP system.Or, an equivalent combination of post-high school education in Accounting, Business Administration or a related field. A minimum of fourteen (14) years progressively responsible experience in an accounting operation characterized by a full complement of accounting systems (automated and manual) in a governmental and commercial practice and extensive supervisory/managerial experience in major accounting systems. Three (3) years of experience in asset management including accounting for fixed assets and capital projects. Three (3) years of experience working with PeopleSoft financial system modules (preferably PeopleSoft Asset Management) or comparable ERP system.Medical Group:Ability to complete satisfactorily the medical examination for this job. The position must be able to perform essential functions of this job either with or without reasonable accommodation.Job Summary/Duties:This position has overall responsibility of the asset management (AM) functions of the Accounting department including governance of the PeopleSoft Asset Management (PSAM) financial system module. Incumbent plans, tracks, monitors, and establishes best practices in the areas of capital and operating assets, capital improvement programs, and asset management initiatives in a manner consistent with the minimum requirements mandated by regulatory agencies (i.e. Federal Transit Administration (FTA), and governmental bodies of accountancy such as GASB and FASB). Incumbent provides professional expertise to internal and external auditors and makes recommendations for the resolution of problems with annual and special audits. This position has considerable latitude for independent judgment and action within established guidelines.Plans, manages and evaluates the asset management functions for the Office of Accounting (ACCT). Supports the development and maintenance of the integration of PSAM with other financial modules. Institutes internal controls for proper reporting, effective and efficient processes, and compliance to regulatory agencies.Develops, establishes and maintains standards and procedures for providing asset management data in accordance with the mandatory requirements of WMATA, federal agencies, state and jurisdictional agencies, and external auditors. Executes tests to ensure that internal controls are adequate and observed in providing reasonable assurance that fixed asset transactions correctly reflect funding and reporting requirements as well as asset history.Formulates plans, strategies, and objectives for the development, implementation, and modification of the integrated asset management, valuation and depreciation systems. Consults with senior managers on asset management and control objectives to ensure that the design and output data meets and satisfies established criteria. Holds responsibility for data base maintenance associated with each office¿s assets; reflecting asset identification number, location, value, depreciation and recovery of asset.Monitors, tracks, and maintains assets in the PSAM module to ensure accurate financial statement reporting.Manages the interface of data between the AM and accounts payable (AP) modules and related integration of data with other PeopleSoft (PS) modules (i.e. Project Costing, General Ledger).Establishes best practices for users of asset deliverables including financial, contractual, and inventory functions to support life cycle asset management and strategic decision making for the PS environment. This also includes asset management data in accordance with the mandatory requirements of WMATA, federal agencies, state and jurisdictional agencies, and external auditors.Plans, supervises, and coordinates the monthly and quarterly closing of the asset management records, and manages deliverables for internal and external audits for regulatory compliance and financial statement preparation.Coordinates and supervises the FTA mandated Biennial authority-wide physical inventory of assets.Ensures that proceeds from the disposal of surplus real estate, capital assets and inventory items are recorded and supported by PSAM transactions.Coordinates, prepares, and publishes responses to inquiries for financial information received from WMATA staff, the Board of Directors, jurisdictions, state and federal government agencies, contractors, vendors, customers and other outside activities. This includes providing assistance to internal and external customers with requests for accounting data for mandatory reporting such as the National Transit Database (NTD) accounting and reporting system. Provides necessary data for the timely filing of such reports and audit certification from WMATA independent auditors.Ensures the necessary internal controls are in place to provide reasonable assurance of accurate asset records, and to foster prudent cash management practices.Acts as an agent of change management to maximize the benefits of the PeopleSoft system and minimize the use of obsolete practices that is less efficient and effective.Develops and sustains cooperative working relationships with key personnel and officials of business partners and other organizations within and outside WMATA.Encourages and facilitates cooperation within the organization and with customer groups. Develops leadership in others through coaching, mentoring, rewarding and guiding employees.Manages a professional staff such as accountants and financial analysts with quality control, accounting, auditing and operation of automated systems requiring financial management and reporting responsibilities. Provides guidance, assigns duties, recommends applicant selection, resolves grievances, performs evaluations, and makes disciplinary actions if needed.Performs other special assignments related to areas of responsibility.The above duties and responsibilities are not intended to limit specific duties and responsibilities of any particular position.
