Working in a creative and fast-paced environment, the Senior Manager of Program Management will manage the program team to assure program compliance with all applicable rules & regulations by providing oversight and guidance, develop and implement policies and procedures to streamline and align processes to enhance stakeholder experience and increase program efficiency. The Senior Manager of Program Management will also assist the Director and Vice-President of the programs with the development and implementation of strategic initiatives to enhance operational capabilities & production.

Responsibilities
  • Oversee and manage the program operations teams and programmatic issues including compliance, documentation discrepancies, deadlines, eligibility, and other policy-related concerns.
  • Develop and maintain the program team to ensure the reduction of waste, fraud, and abuse.
  • Ensure relevant process, risk, and control data is communicated to USAC management and the FCC in a manner that facilitates mitigation of risk and remediation of control issues.
  • Use data to identify patterns and trends to help make real-time decisions and recommendations about program integrity, risk management, compliance in order to reduce waste, fraud, and abuse.
  • In absence of the Director of Program Management, act as the liaison between the program and other USAC divisions to promote continued programmatic and enterprise-wide alignment.
  • Assist with the review and provide input on IT systems business requirements and scoping documents for IT systems related development.
  • Contributes to the development of external program communication documents and other related outreach strategies.
  • Provides resolution on specialized areas of concern raised by staff regarding all aspects of program compliance for complex, broadly impactful issues.
  • Identify, recommend, and implement to the Director and Vice-President of Programs operational efficiencies to streamline & improve the review process.
  • Provide direct supervision to subordinate staff.
  • Other duties as assigned.

About You

The successful candidate will excel at operating in a diverse and fluid environment and will be crucial for the success of the lifeline division
  • Bachelor Degree (Master Degree preferred) and relevant technical training and certifications
  • Five (5) to Seven (7) years of directly related experience
  • Five (5) to Seven (7) years of management and operational/ technical leadership experience
  • Minimum of 5 years’ of project/program management experience, including scoping timelines/project plans, participating and or leading cross-functional teams, and owning deliverables.
  • Minimum of 3 to 4 years’ of direct or indirect management and technical leadership experience
  • General knowledgeof the Federal Universal Service Fund (USF) programs.
  • Problem solver with great attention to detail can work with little supervision and multi-task.
  • Excellent analytical and proven problem-solving skills.
  • 5 to 7 years of experience performing duties similar to those listed above.
  • Experience performing or overseeing financial and/or regulatory reporting and analysis
  • Demonstrate strong interpersonal skills and have strong verbal and written communication skills with the ability to work in high-pressure situations.
  • Proficient inthe Microsoft Office suite (Word, Excel, Outlook, PowerPoint, Visio).
