Serve as the primary staff analyst and project representative on organization-wide administrative studies of extensive scope and duration. Provide leadership and expertise on the development of varying, significant policy and planning initiatives with far reaching impact, such as the Fiscal Service’s Workforce Management Plan. This involves working closely with senior leadership officials across the bureau and with the Treasury Department to collect information and data, develop recommendations, provide alternatives, and deliver high-quality deliverables to appropriate audiences.

Work to identify short-and long-range courses of action to effectively and efficiently comply with legislative and regulatory changes that currently, or in the future, impact the organization. Provide consultation to, and work cooperatively with, other organizational entities as needed. Incumbent is the administrative expert advisor to senior management, providing theoretical and practical guidance regarding the application of complex, multi-functional, multi-layered strategic planning, leadership, management of research and analytical goals, objectives, issues, processes, and procedures, which will further administrative programs, the bureau’s mission and achieve overall Governmental initiatives.

Assess the effectiveness of programs and consistency with the Bureau's goals, objectives, and policies.

When conducting reviews, consider administrative programs and operations including those mandated by legislation and/or regulation, those identified as having high risks, and those in which significant improvements could be achieved.

Manage and conduct complex, cross-cutting studies. Use advanced analytical techniques to assess and design appropriate improvement plans with the primary purpose of improving organizational effectiveness. Review and comprehensively analyze data that may benefit administrative strategic planning and management methods to resolve current and systemic problems. Analyze and evaluate policies, programs, and studies of existing directives and procedures to identify barriers and challenges.

Specialized experiencefor this position includes experience managing projects; performing analytical work; and providing analysis, advice, and recommendations to high ranking organization officials in order to coordinate policies, planning, and operational processes for an organization. Examples of such experience could include: - Experience as an advisor or special assistant to leadership with responsibility for advising on issues of significant interest/impact to program operations or long-term strategic planning. OR - Experience applying analytical methodologies to evaluate data/information, identify trends, and make recommendations that improve organizational effectiveness and/or support data-driven decision making. OR - Experience managing projects that require coordination across organizational lines with multiple stakeholders.In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:For the GS-14, you must have been at the GS-13 level for 52 weeks.EducationAdditional Information
