Job Description

The Technology (Tech) Innovation Lead for the Defense Threat Reduction Agency (DTRA) Countering Weapons of Mass Destruction (CWMD) Program supports the Program Manager, Deputy Program Manager, Portfolio Managers, and Task Order Leads for scouting and evaluating new/emerging technologies, capabilities, concepts, and innovative solutions. The Tech Innovation Lead provides CWMD technology transition management for organizing, coordinating, executing, and integrating activities to drive the development and delivery of innovative capabilities (e.g., products, services, processes, models, new concepts) for DTRA CWMD research and development (R&D) efforts - without adversely impacting the ability to rapidly respond to changing requirements. Support activities include interaction with government customers on R&D of capabilities to assess and counter WMD threats; managing/leading cross-functional teams of staff and subcontractors in R&D activities; and direct contributions to operational and technical solutions for CWMD. The Tech Innovation Lead manages relationships and partnerships (subcontractors, vendors, industry, academic institutions) for understanding and manage/leading technology transition/integration and innovation efforts. The ideal candidate has recent and extensive experience with DTRA and fully capable of representing the interests of the government organization at high-level meetings and briefings.

Essential Job Responsibilities

• Leads the DTRA CWMD Program Technology Innovation Team of support staff, teammates, and partners from industry and academia • Conducts market research and analysis of alternatives for potential CWMD technologies, capabilities, and innovative solutions • Organizes and leads Tech Demos and Innovation Reviews as required/directed • Collaborates with CTO and Technology Scouts • Maintains relevancy and stays abreast of new/emerging technologies • Scouts and evaluates entrepreneurial and innovative ideas • Establishes strategic relationships within and across innovative businesses • Supports the development, refinement, delivery, and implementation of innovative solutions and capabilities • Engages and collaborates with DTRA mission stakeholders, industry, academia, research institutions, and RDT&E organizations as required/directed • Engage and meet with DTRA leadership to update the customer on R&D program/project status and challenges • Assist with the oversite of the cost, schedule, and technical performance of the projects ensuring delivery against contractual obligations, on time and on budget • Support development of new business and/or expand business with existing customers

Minimum Qualifications

• 15 years relevant experience with Bachelors in related field; 13 years relevant experience with Masters in related field; 10 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 19 years relevant experience. • Recent DTRA experience in operational and technical planning, operations, and/or RDT&E • Experience leading technical projects and teams of varying sizes and disciplines • Experience in evaluating technologies and innovative capabilities for Chemical/ Biological/ Radiological/ Nuclear CWMD (Chem-Bio experience preferred) • Understanding of DoD/military acquisition and/or formal training (military experience preferred) • Understanding of DoD/military procurement lifecycle and/or formal training (military experience preferred) • Working in or coordinating with DoD and other Federal agencies; familiar with policies and processes • Experience working in classified environments and handling classified information • Ability to craft and articulate strategic and operational solutions • Skill in written and oral communications • Ability to use automation and collaboration tools such as Microsoft Office and Teams to present ideas, information, reports, and customer relationship management
