Description Join SAIC's OneSETA Team to provide our government customer with Systems Engineering & Technical Assistance (SETA) support. SETA services range from providing administrative assistance to providing expert technical assistance on national efforts that will contribute to maintaining and expanding the capabilities of homeland security. The Office of Innovation and Collaboration (OIC), located within the Department of Homeland Security's (DHS) Science and Technology Directorate (S&T), is comprised of approximately 800 Federal and contractor employees that make up a robust, highly technical staff. SETA support services provide coordinated and collaborative strategic communications support to the Office of Safety Act Implementation (OSAI). As part of the Homeland Security Act of 2002, Public Law 107-296, Congress enacted several liability protections for providers of anti-terrorism technologies. The SAFETY Act provides incentives for the development and deployment of anti-terrorism technologies by creating a system of "risk management" and a system of "litigation management." The purpose of the Act is to ensure that the threat of liability does not deter potential manufacturers or Sellers of anti-terrorism technologies from developing and commercializing technologies that could save lives. The Communications Editor gathers, analyzes, and composes complex technical information. Conducts research and ensures the use of proper technical terminology. Translates technical information into clear, readable documents to be used by technical and non-technical personnel. Organizes material and writes descriptive copy according to establish standards regarding order, clarity, conciseness, style, and terminology. Selects photographs, drawings, sketches, diagrams, and charts to illustrate material. Develops communications materials for publications, internet, strategic initiatives, user manuals, training materials, installation guides, white papers, reports, etc. Develops, writes, and edits functional descriptions, system specifications, special reports, or any other customer deliverables and documents. Provides technical writing support and deciphers directions provided on scripted storyboards, specifications, etc. Reviews documents for technical accuracy in accordance with applicable regulations. Supports content creating and management on networks and web platforms (i.e. Social Media). For this position at OSAI, the Communications Editor will:
  • Develop and refine OSAI communication plan and mechanisms as well as messaging and content to facilitate information sharing. Translate technical project information into clear, readable documents to be used by technical and non-technical personnel to be approved by the government.
  • Assist with the development of communication strategies, plans, and outreach. Contractor shall originate new or refine draft briefings, posters, newsletters, websites and other communications devices in accordance with prevailing DHS polices, templates, and guidance to be approved by the government.
  • Develop and maintain OSAI strategic communications documents and repository to include executive messaging, Executive presentations, speeches, briefs, talking points and written strategic guidance for OSAI leadership to be approved by the government.
  • Coordinate and facilitate timely communication and outreach efforts. Perform outreach support, coordinating and responding to full response package inquiries, aiding in continued communications with internal and external stakeholders. This includes speech writing for OSAI Executives.
  • Manage the OSAI virtual communications room (communications platform) and other technological tools in support of external stakeholder communications.
  • Serve as one of the OSAI Communications POC's and coordinate with the S&T Communications and Outreach Division (and future iterations of this group) so that they may perform video recording and editing and support content management on networks and platforms such as Facebook, Twitter, and YouTube.
  • Provide web portal application, development and maintenance to the OSAI collaboration site (e.g. SharePoint 2013 or later iterations, etc.) in accordance with DHS policies. Contractor shall keep records of, update or develop technical documents as to what was customized and why; or develop end user documents and provide user training and make recommendations to be approved by the government. Contractor may also require web design and development experience.
This position is temporarily remote due to COVID, but is expected to return to office at a hybrid capacity in October 2022. Anticipated schedule is 2 days in office, 3 days remote a week. Qualifications REQUIRED:
  • BA/BS + 6 Years of relevant experience or Master's +3 years of relevant experience.
  • Must have at minimum, an active Secret clearance.
  • Must be a US Citizen.
DESIRED:
  • Experience in a Systems Engineering Technical Assistance (SETA) environment.
  • Travel may be required.
  • Prior DHS contractor fitness (suitability) authorization determination.
  • Prior DHS experience including any DHS components or HQ Directorates, especially DHS S&T.
  • Detailed knowledge of and recent demonstrated experience working with appropriate offices and staff within the Homeland Security Enterprise, DHS, other Federal Agencies, Congress, foreign partners, industry groups, and private sector stakeholder entities on issues relating to the DHS mission space.
  • Awareness of ongoing OSAI outreach activities and knowledge of histo rical challenges in engaging and communicating politically or economically sensitive information with external stakeholder entities.
Target salary range: $85,001 - $95,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
