We are seeking a Subject Matter Expert with a J.D. to support Federal Regulations and Healthcare Legislation for a Veterans Affairs program. This position is contingent upon contract award. Duties and responsibilities include:
  • Providing expertise for multi-faceted public policy and legislative program areas
  • Making suggestions based on program needs in domains such as Centers for Medicaid and Medicare services (CMS), Code of Federal Regulations Title 42 (CFR), managed care contracting, and establishment of government corporations (to include governance, financial structure, and authorities)
  • Guiding modernization efforts and a variety of contemplated reform initiatives
  • Identifying specific legislative issues and suggesting alternative approaches
  • Utilizing regulatory insight to assist in building and sustaining a cross-team management structure capable of providing support services, such as legislative relations and policy analysis
Requirements include:
  • U.S. Citizen or Green Card Holder
  • Eligibility to obtain Veterans Administration (VA) suitability approval to access agency computer systems and facilities required to start work; current VA credentials preferred
  • Juris Doctor degree required
  • 10+ years of related experience drafting regulations
  • Expertise in matters related to healthcare legislation
  • Experience guiding modernization efforts for a large-scale organization
  • Experience identifying issues within current legislation and finding areas of improvement
  • Experience with VHA's Office of Regulatory and Administrative Affairs is preferred
  • Ability to clearly communicate and exchange information with co-workers, teammates, stakeholders, and other personnel, as required
  • Proficiency working across the Microsoft Office Suite
