PURPOSE:This position directs the IT Infrastructure Operations and Security division of the Service Benefit Plan and Administrative Services Corporation. The division delivers strategy, infrastructure architecture, and IT technical support & Security services for the national Federal Employee Program that consists of 5.4 million members serviced through 36 separate BlueCross BlueShield entities providing over 20 billion dollars a year in medical services.

ESSENTIAL FUNCTIONS:
  • Directs and controls departmental functions associated with providing the technical infrastructure and associated services required to provide computing environments for application development, testing, and production. Infrastructure and technical services include the support of DataCenters, MainFraime, Network, Server, Storage, Database, Big Data, Cloud, End User Services and internal Data Security.
  • Directs the development of policies, processes and procedures for protection of CareFirst information assets and the production environment. This includes providing access to corporate systems and data bases, security monitoring, and security architecture to combat existing and future threats while enabling business processes.
  • Oversight responsibilities for the contracted IT services and associated Service Level Requirements (SLR’s) from CareFirst. Ensure all aspects of the contracted for IT services from CareFirst are delivered and function within established specifications. Responsible for the management of the IT services costs for hardware, software, and services for optimal value and efficiency. Negotiates any and all changes to the IT services contract, IT SLR’s, and IT services budget. Monitors and reports performance against IT SLR’s and budget. Negotiates annual Statement of Work (SOW) and associated budget to define IT projects and deliverables needed from CareFirst to support FEP. Monitors and reports status of the annual IT SOW and associated budget.
  • Directs and controls departmental functions to provide corporate business applications necessary for day to day operations. Development and/or procure and maintain applications and services to deliver corporate capabilities for Time Recording & Reporting, Asset Management, Configuration and Change Management, Problem Reporting and Tracking, and Requirements Management.
  • Work with Audit to remediate negative audit findings, identify proactive measures available before audits occur and compose responses and Management Action Plans for IS audit issues. Oversees incident response planning as well as the investigation of security breaches. Monitor compliance with regulatory requirements and guidelines (HIPPA/HCFA/DHHS).
  • Directs the development of policies, processes and procedures, as well as execution of the technical Business Continuity, Disaster Recovery, Portability and the Corporate Strategic Plan. This includes execution of yearly audited exercises.
  • Oversees the strategic and the day-to-day activities of the Department, including: directing, coaching, and guiding associates to implement departmental, divisional, and organizational mission/goals. Recruits, retains and develops a high performing team. Evaluates performance of each team member, generates development plans and sets goals within the context of the corporate policies and procedures. Develops annual goals, and prepares, monitors, and analyzes variances of departmental budgets to control and appropriately allocate resources.

SUPERVISORY RESPONSIBILITY:This position manages people.

QUALIFICATIONS:

Education Level: Bachelor's Degreeor Master Degree in Computer Science.

Experience: 15+ years of experience in leading technology & security functions. MBA/MIS is a plus.
