Qualifications

Required Qualifications:
  • Candidate must be an active Project Management Institute (PMI) Project Management Professional (PMP), Program Management Professional (PgMP), or Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management certification.
  • Active Top Secret clearance with Sensitive compartment Information eligibility.
  • A minimum of ten years of experience planning, directing, coordinating, managing ISR airborne platforms.
  • Experience piloting and/or managing flight operations for ISR platforms in austere environments.
  • Experience managing performance-based projects / programs with multiple OCONUS locations.
  • Experience working intergovernmental and/or military-security alliance environments.
  • Experience with regulations and processes required when working with countries within Central & South American and the Caribbean region.
  • Desired Qualifications:
  • A minimum of twelve years of experience planning, directing, coordinating, managing ISR airborne platforms.
  • Five or more years of demonstrated experience piloting and/or managing flight operations for ISR platforms in austere environments.
  • Five or more years experience managing performance-based projects / programs with multiple OCONUS locations.
  • Five or more years experience working intergovernmental and/or military-security alliance environments.
  • Demonstrated experience with regulations and processes required when working with countries within Central & South American and the Caribbean region.
  • Responsibilities The United States Southern Command (USSOUTHCOM) is one of 11 Unified Combatant Commands (CCMDs) in the United States (U.S.) Department of Defense (DoD). USSOUTHCOMs Area of Responsibility (AOR) includes Central America, South America, and the Caribbean. USSOUTHCOM is responsible for providing contingency planning, operations, and security cooperation for the AOR and its territorial waters and Force Protection (FP) of U.S. military resources at these locations. USSOUTHCOM is also responsible for ensuring the defense of the Panama Canal and the canal area.

    USSOUTHCOM has a requirement for rapid reaction to special mission projects across multiple disciplines. These projects are designed to mitigate asymmetric threats to tactical elements deployed in various AORs and build capacity among partner nations in furtherance of these mitigation efforts. These projects develop, integrate, and provide the operation of mission systems used for information collection that detect, identify, assess, exploit, or neutralize threats to the U.S. and its interests. Command, Control, Communications, Computer, Intelligence, Surveillance, and Reconnaissance (C4ISR) is often referred to as the collective whole, but the capabilities are distinct and each fulfills a different purpose in support of the overall mission.

    The Program Manager (PM) is required to provide overall leadership and guidance for all contractor personnel assigned to the effort including assigning tasks to contractor personnel, supervising ongoing technical efforts, and managing overall performance. The PM is responsible for the quality and efficiency of the TO, including technical issues and business processes. It is required that the PM has the authority to make decisions for the contractors organization in response to Government issues, concerns, and comments, the authority to commit the prime contractors organization, and be proactive in alerting the Government to potential contractual or programmatic and resource limitations issues. The PM shall be required to travel to other CONUS and OCONUS locations.
