Responsibilities Joining the Cybersecurity and Infrastructure Security Agency (CISA) means being part of the team focused on securing the Nation's physical and cyber infrastructure against threats to public health and safety, economy, and national security. This is an agency-wide position, which is comprised of several geographically separated divisions with a nationwide force: Infrastructure Security Division, Cybersecurity Division, Emergency Communications Division, National Risk Management Center and several organizational units. Typical work assignments include:
  • Define and manage information technology (IT) and/or cybersecurity related programs and/or projects.
  • Lead, coordinate, communicate, integrate, and is accountable for the overall success of the program, ensuring alignment with agency or enterprise priorities.
  • Apply knowledge of data, information, processes, organizational interactions, skills, and analytical expertise, as well as systems, networks, and information exchange capabilities to manage acquisition programs.
  • Consult with customers to evaluate functional requirements and translate functional requirements into technical solutions.
  • Collaborate with stakeholders to establish the enterprise continuity of operations program, strategy, and mission assurance.
  • Develop and maintain cybersecurity plans, strategy, and policy to support and align with organizational cybersecurity initiatives and regulatory compliance.

Qualifications This is an open continuous announcement for 60 days, or until all positions are filled. It will be used to fill immediate and future vacancies for this agency. There may be multiple cut-off dates with the first being 10 days after the initial opening date of 11/19/2020. Additional cut-off dates may be established as needed until all vacancies have been filled.

You qualify for the GS-13 grade level (starting salary $92,143.00) if you possess information technology related experience demonstrating each of the four required competencies:
  • Attention to Detail: Reviewing IT programs to assess overall compliance with IT plans and policies and alignment with requirements.
  • Customer Service: Interpreting and implementing IT security policies and strategies governing the operation of information systems and networks.
  • Oral Communication: Providing advice concerning improving cyber security and IT risk management.
  • Problem Solving: Modifying IT plans and policies to respond to changes in the organization's business requirements and processes or regulatory requirements.
  • In addition to the above requirement you must have at least one year of specialized experience at the GS-12 grade level performing at least one of the following duties:
    • Reviewing proposed new systems, networks, and software designs for potential security risks; supporting the customer engagement, requirements identification, design and/or implementation of proposed risk mitigation solutions in alignment with security protocols and technical standards.
    • Assessing IT system security tools, plans, techniques, and/or processes to reduce risks associated with IT system vulnerabilities.
    • Reviewing and evaluating system security plans, policies, and guidance.
    • Developing, coordinating, and implementing IT system security policy, mitigation guidance, technical analysis, and/or strategic plans to reduce system or network risk.
    • Engaging with internal and external partners to identify IT system deficiencies security requirements.

    You qualify for the GS-14 grade level (starting salary $107,807.00) if you possess information technology related experience demonstrating each of the four required competencies:
  • Attention to Detail: Conducting security system evaluation to implement appropriate security measures,
  • Customer Service: Consulting with customers to evaluate and provide oversight on system functional requirements.
  • Oral Communication: Communicating IT/cybersecurity policies and principals at all levels of the organization.
  • Problem Solving: Identifying security risks and recommending solutions to optimize IT and/or cybersecurity initiatives.
  • In addition to the above requirement you must have at least one year of specialized experience at the GS-13 grade level performing at least one of the following duties:
    • Leading security assessments and/or analysis to certify and accredit that operational IT systems and networks align to system security policies, protocols, and best practices.
    • Developing long-range plans for IT security systems that minimize risks associated with IT systems vulnerabilities.
    • Developing and/or evaluating technical and security plans and policies for adherence with appropriate technical and architectural frameworks and standards; and provide recommendations to improve protocols or implementation solutions.
    • Leading the technical system planning, partner engagement, requirements planning, design, development, security testing, and implementation of new technologies to detect, block, or mitigate system security risks.
    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
