Salary: $65,106.60 - $66,620.84 Annual Range SALARY WILL BE DETERMINED IN ACCORDANCE WITH CURRENT PAY POLICY. SPECIFIC DUTIES & RESPONSIBILITIES: This is a highly specialized and responsible position in the Office of Human Resources. This position Independently performs a variety of professional duties and serves as a subject matter expert

Supervises the Records Unit and staff; along with activities regarding the active employees’ records process and procedures. Communicates, motivates, provide or coordinate training, evaluate employee’s work, plan and direct the employee’s work.

Works with appropriate Office of the General Counsel staff to determine the availability of records responsive to requests for production of records and to develop responses to interrogatories for litigation related to human resources.

Develops, coordinates, and monitors the Litigation Records Management Program. Duties include, but are not limited to, establishing procedures and policies for the dissemination of employee records in litigation (including a formal system for checking out personnel files in litigation and a log for tracking the movement of litigation files), the proper maintenance of personnel files in litigation, and an audit process to ensure procedures for checking out a file are followed as well as, certifying documents contained in the file are properly located.

Develops extensive and complex reports for review by the Bureau Chief of Human Resources and the Director of Human Resources.

Develops and implements personnel policies and procedures for the Department as assigned. Serves as a responsible authority for the annual review of assigned procedures, forms, and relevant documents. Oversees the development of Personnel Information Memorandums and other documents to ensure regional and institutional staff understand personnel policies and procedures. Provide interpretations of rules, regulations, policies and procedures as needed.

Processes requests for participation in political activity and works with the Office of the General Counsel to determine if the request is in compliance with the Federal Hatch Act

Coordinates HR compliance with PERC, Arbitration, and Court orders and rulings

Coordinates the collection of employee information in response to active employee records requests submitted to the Department of Corrections in compliance with State Statutes governing Public Records Regulations.

Conducts extensive research through reviews of automated records, personnel records, medical records, incident reports, and correspondence in order to comply with public records requests.

Provides guidance and training to FDC Units/Departments regarding records retention, preparation of transmittals and the appropriate disposition of records eligible for destruction.

Detailed oriented with the ability to conduct comprehensive research studies resulting in accurate reports, must have excellent oral and written communication skills.

May provide courtroom testimony concerning employee personnel files as directed; gives depositions to attorneys and compliance officers.

Assists the litigation records coordinator with the Office of General Counsel, State Attorneys, and Public Defenders, plaintiffs, judges and related entities regarding FDC active employee records.

Ability to navigate in the People First system, Nuance, Adobe DC, Microsoft Office and other related programs and software.

Thorough knowledge of FDC records protocol, with the ability to maintain confidentiality.

Analyzes data and prepares written reports with regard to documentation and data retention as appropriate.

Researches and responds to complex, non-routine and routine requests for information i.e. locating records, reports, and other specific data, to include accessing archived data when required.

Carries out administrative support duties relating to records management i.e. compiling hard copy, responding to records requests, filing documentation, making requested copies, redacting confidential information, and transmittinginformation to proper recipients.

Responds to telephone inquiries concerning Florida Department of Corrections active employee files; provides resolution, direction and information accordingly.

May operate an agency vehicle.

Performs other duties as assigned.

Recently Retired? REQUIRED QUALIFICATIONS:

Minimum of 4 years experience in HR or records management. A bachelor’s degree from an accredited college or university can substitute for one year of the required experience and a master’s degree from an accredited college or university can substitute for two years of the required experience.

Experience in providing interpretations of policies, procedures, administrative rules and/or Florida Statutes.

Experience reviewing and processing information from multiple documents and various sources to prepare an official document.

PREFERRED QUALIFICATIONS:

Experience drafting correspondence.

Experience in HR records management and data handling.

Experience in Microsoft Office (Word, Outlook, Excel, etc.).
