- Produce project management plans, in accordance with the standards of the Project Management Institute.
- Produce a Microsoft (MS) Project schedule and update the MS Project schedule weekly.
- Maintain the RAID Log for tracking risks, assumptions, issues, decisions, lessons learned, and change requests.
- Ensure that required project artifacts are created and maintained.
- Manage revision of the project scope, budget, and schedule.
- Ensure projects are completed on time, within budget, and meet the Department's expectations for quality.
- Identify the measured value the assigned project is to achieve, and report this measurement to the Department's Contract Manager.
- Evaluate, track, and report project risks, and work with Department staff to develop and implement risk response strategies.
- Apprise sponsors and stakeholders, as identified by the Department's Contract Manager, of risks and issues affecting projects, and provide recommended solutions.
- Communicate relevant project information to Department staff through formal and informal status reporting.
- Facilitate meetings and coordinate project activities.
- Proactively address project team conflict and communication problems.
- Collect business requirements and facilitate Joint Application Development (JAD) sessions.
- Attend project meetings and other related meetings.
- Share ideas and complete assignments related to projects.
- Perform other related tasks as determined by the Department's Contract Manager.
- Ability to communicate effectively (verbally and in writing) with technical and Department staff.
- Provide the skill rating for the candidate based on the scale: 5=Excellent, 4=Very Good, 3=Good, 2=Satisfactory, 1=Poor
- Certification in Agile Methodology (PMI-ACP, Scrum Master, etc.)
- Experience with information technology project management, MINIMUM 10 YEARS.
- Experience managing projects in accordance with the Project Management Institute's standards as presented in A Guide to the Project Management Body of Knowledge (PMBOK Guide), MINIMUM 6 YEARS.
- Experience managing application development projects, MINIMUM 6 YEARS.
- Experience with information technology strategy development and planning, MINIMUM 3 YEARS.
- Experience facilitating requirements gathering and Joint Application Development (JAD) sessions, provide the years of experience.
- Ability to develop and manage a project schedule using Microsoft Project.
- Ability to facilitate meetings so meeting objectives are met.
- Ability to manage multiple projects.
- Experience managing documentation in Microsoft SharePoint, provide the years of experience.
- Experience using Microsoft Team Foundation Server (TFS), provide the years of experience.
- Experience using Agile methodology for a minimum of one (1) project.
- Experience working with a Project Management Office, provide the years of experience.
- Experience managing projects for the Department's Client, Project Management Office, provide the years of experience.
- Experience with the Department's Service Delivery Framework (SDF).
- Experience contributing to formal frameworks and methodologies, provide the years of experience.
- Experience writing (or contributing) to Schedule IV-B forms in support of Legislative Budget Requests (LBRs).
- Public speaking ability.
