Job Description

Lead the Cost Management team on specific client commissions, making sure that the team delivers on all accountabilities Interface with the client, stakeholders and other consultants, at all project stages. Identify opportunities to improve cost management procedures, templates and products. Ensure that key information and learning generated from each commission is inputted into internal databases and shared. Process improvement – Identify and act upon ways to improve internal systems and processes. Take responsibility for developing new business opportunities with existing and new clients. Identify and act upon cross-selling opportunities. Lead proposals for new work or variations for existing projects. Attend relevant networking events and other promotional opportunities. Staff management – Input into the formal management of staff and recruitment interviews. Undertake Staff Performance reviews. Financial management – Utilize the tools provided keep track of the ongoing margin levels and monthly fee/resource forecasts for each commission Review and participate with the design services team and general contractor, in the development of the cost estimates. Reconcile changes that occur over the planning phase and assist the general contractor to ensure that their data is accurate. Quality Control – Ensure compliance with quality standards and participation in ISO audits. Communicate or meet with general contractor and owner project manager to gather status information to prepare a cost estimate update. Prepare written comments to the general contractor’s submissions, including the executive summary. Coordinate all sources of cost information for cost discussions and suppliers direct from NPA, subs, quantities from A/Es, Inform and drive engineering priorities based on cost impact. Provide estimate and cost planning to include producing and presenting the final cost plan. Work proactively with minimal supervision to resolve scheduling issues Manage cost checks and carry out valuations on larger projects. Complete timely, accurate cost checking and valuation processes. Participate effectively with post contract cost variances and the change control processes. Manage Cost impact / contingency management and commitment tracking logs. Prepare funding data presentations and coordinate VE sessions with stakeholders Understand cost (material prices, labor, productivities) as well as commit profiles, cashflow, LLE dates, and overall project cost. Prepare Cost Management estimates and reports. Advise clients on value management, value engineering, and life cycle costing.

Qualifications

Education an Experience Requirement: Bachelor’s degree in Quantity Surveying or Related Field and 7 years of experience in the Related Occupation

Sr. Consultant or any other job title performing the following job duties:

  • Advise client on strategies, manage prequalification of vendors, assess proposals, bids, and bidlevelingdocuments, make final recommendations tothe client, attend & chair bid interviews, and manage appointment process
  • Manage estimating services for full project by developing project estimates (relating to construction, fees, direct work and other costs), review estimations prepared by junior team members, present estimates to client, present value engineering recommendations and risk assessments to client, meet with vendors to review, validate, and challenge costs, and review estimates by utilizing benchmark data collected from other projects
  • Manage cost reporting by establishing reporting schedule, review & present cost reports and forecasts, review project budget & spend forecast withthe client, develop & maintain commercial risk register, and host periodic meetings with project team & vendors
  • Manage procurement on behalf of the Owner including procurement advice, bid preparation and issuance, levelling and recommendation
  • Manage cost control process by reviewing payment application assessments prepared by junior team members, liaise with project managers to recommend contractor entitlements, review requests for change orders from vendors & make recommendations toclient, and use dispute prevention/management/resolution procedures to manage payment requisitions, change orders, and contractual disputes
  • Benchmark performance against other successful commissions
  • Develop procedures governing handover ofproject
  • Perform all of the duties above through the use/preparation of Bid Analysis Sheets, Change Control Forms, Cost Estimating Software, and Takeoff Software
  • Take a lead role in interfacing with the client and other consultants, at all project stages
  • Take responsibility for developing new business opportunities with existing and new clients
  • Identify and act upon cross-selling opportunities
  • Identify and act upon opportunities to improve cost management procedures, templates and products and hence improve the service provided to clients
