Current information about the Center’s many programs and activities are available at The Carter Center (http://www.cartercenter.org/) .”DESCRIPTION:The Senior Country Representative (SCR) oversees the implementation of the Guinea Worm Eradication Program based in N’djamena, Chad. The SCR will manage a large Guinea Worm Eradication Program, with a sophisticated field research arm, over a large geographic area, and other programs as needed. Technical guidance is provided by Program Director(s). The SCR assists in strategic planning and implementation of TCC-assisted program initiatives in Chad and ensures that the interests and resources of TCC are properly represented and managed. The CR assists in implementing TCC program policies and procedures and draft plans of action and budgets specific to Chad. The SCR is expected to act diligently, courteously, and tactfully in the conduct of TCC official business with their national counterparts and with other national and international officials. The SCR works with all parties at the national, regional and local levels, with the United Nations organizations, e.g., World Health Organization (WHO), United Nations Children’s Fund (UNICEF), bilateral donors, e.g., USAID and FCDO, and non-governmental organizations (NGOs), research partners (academic institutions) and others to advance TCC programs. This position is located in in N’djamena, Chad. The SCR reports to the Vice President, Overseas Operations with appropriate functional guidance from Program Director(s) and the Vice President for Health Programs of The Carter Center. Due to the travel locations, Hostile Environment Awareness Training (HEAT) will be required.FORMAL JOB DESCRIPTION:Serves as a liaison to an assigned country.

Directs strategic planning, development, and implementation of program initiatives.

Ensures that the interests of the program are properly represented and managed.

Advises the program director in the review and evaluation of program initiatives.

Develops program policies and procedures specific to the country of assignment and monitors the project through implementation.

Works closely with the host country's governmental agencies, as applicable, as well as non-governmental organizations.

Collaborates and develops relationships with representatives of other organizations to achieve program goals.

Directs contract negotiations with vendors/consultants in the country of assignment.

Researches, writes and presents program-related speeches.

Plans, administers and monitors the program budget.

Oversees required record-keeping and the preparation of operational, statistical and briefing reports.

Develops short and long term program goals.

Provides leadership and overall management to locally recruited personnel in the country of assignment.

Oversees human resources functions.

Performs related responsibilities as required.

MINIMUM QUALIFICATIONS:A bachelor's degree in a field related to the program area.

Seven years of related experience.

PREFERRED QUALIFICATIONS:Fluency in French.

Proven ability to work successfully in sub-Saharan Africa.

Track record of conducting program administration and field assessments.

Experience in project management, including field teams.

Experience in conducting and planning operational support, including supply chain.

Experience managing field research.

Excellent written and verbal communication skills in English are required. Master’s degree in a field relevant to operations, health, or other development-related field and seven to ten years of progressively responsible experience, including five years’ experience managing country office programs, administration, operations, and personnel (or equivalent combination of experience, education, and training).

Demonstrated experience managing security issues in conflict and post conflict contexts.

Advanced financial and human resource management skills.

Strong analysis, including monitoring and evaluation, problem solving, prioritization, and risk-management skills.

Strong interpersonal skills, cross-cultural understanding and the ability to lead and motivate diverse, multi-disciplinary, geographically remote teams.

Demonstrated experience in team building, conflict resolution, ensuring participation, promoting mutual respect and active listening.

Experience working with donors, government officials, international organizations, NGOs and CSOs.

Strong organizational skills along with the ability to work in a fast-paced environment and meet tight deadlines.
