The Lead Technical Analyst, Business Operations role will support technology delivery and business operations within the Data Support Systems organization. This individual will work with the ED&O Biz Ops team to report and manage the DSS department OpEx and CapEx budget. Partner with ED&O Finance team to align expected business outcomes and financial commitments for DSS. Deliver cross-stack strategic initiatives and special projects. Recommend improvements & best practices and foster engagement and cohesiveness. Drive transparency, predictability through financial and operational management. Using measurements and dashboards to guide strategic decision making in multiple domains across the DSS Organization. Partner with the Functional Champions and the ED&O Delivery Enablement team to enable continuous learning within DSS, providing our team with access to new learning techniques and tools to develop and grow our skillsets. Additional responsibilities include: DSS Work Intake, Infrastructure Portfolio proposals and negotiation to targets, Project Budget Oversight and strategic program delivery.

PRIMARY RESPONSIBILITIES AND ESSENTIAL DUTIES: - Able to understand and communicate complex business and technical concepts to technical and non-technical audiences across departments - Gathers data/report requirements to support report, dashboard and scorecard project delivery across DSS - Communicates technical and business aspects of work efforts between team members - Reviews vendor documents as appropriate including RFPs, Contracts and SOWs to determines if vendor solutions meet Cox requirements. - Develops measurements and reports on key service-level metrics. - Proven ability in delivering large programs. - Create long- and short-term plans, including setting targets for milestones, adhering to deadlines and allocating resources - Identify and manage potential risks and issues across multiple projects - Assist in the definition of project scope and goals - Make effective decisions when presented with multiple options for how to progress with the project - Communicate with executives to keep the project aligned with their goals - Adjust schedules and targets on the project as needed - Motivate people involved in the project to complete tasks on time - Knowledge of strategic planning, innovation and strategy, budget & portfolio management, contract negotiation, standardization and change management, vendor management and reporting - Experience coordinating across organizational boundaries. - Strong verbal and written communication skills required.

Qualifications:

MINIMUM: - 8+ years experience in related field - 3+ years of experience of large program oversight experience. Scope, schedule, financial forecasting and reporting activities across Technology delivery - Strong analytical and interpersonal skills to partner with business owners and end-users.

PREFERRED: - BS/BA degree in related discipline strongly preferred (software engineering, computer science, or similar). - 3+ years direct experience in technology business management roles or similar - Good program management skills and/or substantial project management structures - Prior experience working for an MSO.
