GSP121, Training and Development Specialist 2 (Pay grade I) “District Training Officer”Job Salary $43,000.00

JOB SUMMARY: Under general supervision, responsible for assessing, planning and/or coordinating training sessions for an agency. Performs end‐to‐end learning and development. Evaluates training and learning outcomes in relation to functional and/or technical training activities.JOB SPECIFIC DUTIES: Under limited supervision of the Training and Development Manager, assesses training needs and develops, delivers and/or coordinates training programs for the assigned District. Serves as the instructor for assigned training courses and supervise/monitor others responsible for conducting training. Evaluates training needs and effectiveness of training courses. Maintains training records. May supervise clerical/support personnel.

/MINIMUM QUALIFICATIONS//The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications/STATE ENTRY QUALIFCATIONS:High school diploma or GED AND Two years of experience providing educational, training or instructional services in functional area.AGENCY SPECIFIC QUALIFICATIONS:

Completion of a bachelor's degree in education, human resources development, business administration or a related field from a four-year college or university.

Professional work experience as a trainer.

AGENCY SPECIFIC COMPETENCIES:

Demonstrated ability to assess training needs and develop, coordinate and conduct training programs/activities.

Demonstrated ability to develop instructional materials, course outlines and lesson plans to ensure course content meets objectives.

Demonstrated ability to utilize effective written and oral communication skills.

Ability to organize work, determine objectives and set priorities; to manage own time and workload effectively.

Ability to determine types of training materials needed for identified training.

Ability to maintain training records according to established guidelines.

Ability to use available office technology in the performance of assigned tasks.

Show respect and courtesy to others.

Accept direction and feedback from supervisors and follows through appropriately.

Maintain a positive and professional image and display initiative and commitment toward scheduling and completing identified training within specified time frames with minimal supervision.

AGENCY PREFERRED QUALIFICATIONS:

Experience in academic or professional instruction at an educational institution or large organization.

Training or experience in the use of software programs in word processing, spreadsheets, graphics, power point and presentation packages.

Experience working with leadership as a strategic partner to address training/performance needs.

AGENCY PREFERRED COMPETENICIES:

Demonstrated working knowledge of adult learning concepts.

Demonstrated ability to coordinate training activities for or within a large organization, and to develop and administer questionnaires, rating forms and other instruments to measure effectiveness of training courses/activities.
