Homeland Security Coordinator (HSC) As part of the Office of the Governor, the Georgia Emergency Management and Homeland Security Agency (GEMA/HS) works with local, state, and federal governments, in partnerships with the private sector and faith based community, to protect life and property against man-made and natural emergencies. In addition, GEMA/HS employees are on 24-hour call statewide to assist local authorities when disaster strikes.The HSCwill be requiredto live within the geographic area assigned or re-locate at their expense to the area within a reasonable time. The general scope of work will fall within the HSC’s designated region of Georgia, but support may be required anywhere in Georgia and in rare cases other states.Under general supervision, the HSC will be Georgia P.O.S.T. Certified and involved in Homeland Security related issues, School Safety, and consequence management activities for natural or man-made disasters within the State of Georgia. The HSC will provide training and technical assistance to include the review of emergency plans and procedure for schools and businesses. The HSC will provide Homeland Security support to local Law Enforcement and work closely with the GBI. The HSC will respond to suspected acts of terrorism, threats to school safety, and assess the situation to assist in coordinating the State response. This position will also review and evaluate emergency management plans according to state and federal guidelines. The HSC provides training, technical assistance and incident response pertaining to a variety of Homeland Security, school safety and emergency management issues to state, federal and local emergency management, public safety and education professionals.DUTIES & RESPONSIBILITIES:The HSC provides a variety of complex on-scene assistance in support of state, federal and local governments during times of natural and made-made disasters.The HSC will regularly fulfill public speaking engagements and brief senior government officials.Other duties will include:Facilitation of school emergency operations planning for local communities;Presentation of training programs relating to Homeland Security, school safety and crisis response;Authoring detailed reports for senior government officials, public safety officials, courts and emergency management officials on Homeland Security incidents;Assessing critical infrastructure locations throughout Georgia using the IP Gateway system;Developing and maintaining communications with counterparts and colleagues throughout the public safety and Homeland Security network;Gathering and reporting of information directly related to Homeland Security efforts in accordance with state and federal laws;Conducting initial and follow up investigations as assigned by GEMA/HS senior staff;Participating in the Georgia Suspicious Activity Reporting (SAR) program;Providing support and information to the Georgia Information Sharing and Analysis Center (GISAC);Participating in the planning and coordination of community special events in order to ensure Homeland Security standards and emergency management operations are considered and adopted as needed;Conducting site surveys of educational facilities;Assisting with and evaluating emergency drills and exercises;Serving as an initial incident responder to provide support to local school systems, emergency management and public safety agencies for natural or man-made disasters as needed or directed; andAttending meetings, conferences and training sessions conducted by local, state and federal agencies.GEMA/HS Homeland Security Coordinators work closely with GEMA/HS Emergency Management Field Coordinators in responding to emergencies and must be cross-trained to fulfill major duties of Emergency Management Field Coordinators.AGENCY SPECIFIC QUALIFICATIONS:For the purposes of this announcement "closely related field; is defined as: law enforcement investigations or other public safety, emergency response and investigative experience. A Homeland Security Coordinator must:Possess Intermediate level skill in the use of MS Word, Excel, and PowerPoint computer application software ANDMaintain P.O.S.T certification as a peace officer.Travel statewide and regionally as dictated by business needs of the position;Provide service coverage outside of normal business hours as dictated by business needs of the position;Respond to work-related contact on short notice as dictated by business needs of the position;Possess a valid Georgia Driver's license;Have experience conducting investigations;Effectively communicate thoughts, ideas and facts orally;Make dynamic oral presentations using tone, inflection and body language for increased impact;Make complex ideas easy to understand;Read, comprehend, and apply advanced written materials for practical business purposes (e.g. laws, regulations and policies);Write clearly and concisely using correct spelling and grammar;Evaluate options and decide on the best course of action to meet objectives;Prioritize tasks with respect to importance and time available;Realistically estimate time to complete projects;Commit to providing excellent customer service to internal and external customers; andAnalyze a customer’s request, evaluate issues, determine the correct course of action and follow through to ensure customer satisfaction.ADDITIONAL INFORMATION:The selected candidate will be required to pass a GBI background investigation as a condition of employment. Items that will be examined in a background check include but are not limited to: credit records, criminal records, education records, past employers, military records, state licensing/certification records, driving records, and a polygraph examination.
