Headquartered in Newport News, Virginia, HII employs more than 42,000 people operating both domestically and internationally.Job DescriptionWe are seeking an Operations Research Systems Analyst (ORSA) 5 to support our USARPAC customer.Essential Job ResponsibilitiesAnalyzes actual and predictable interacting operational activities of business to obtain a quantitative, rational basis for decision making through the application of logic and scientific or economic disciplines and techniques. Devises modeling and measuring techniques; utilizes mathematics, statistical methods, engineering methods, operational mathematics techniques (linear programming, game theory, probability theory, symbolic language, etc.), and other principles and laws of scientific and economic disciplines.Provide ORSA subject matter expertise to USARPAC staff to full spectrum Intelligence operations and provide recommendations to increase mission efficiency, efficacy, or quality.Advise/Mentor USARPAC staff and contractors on the application of ORSA methodologies to Intelligence collection, analysis, and dissemination processes. Collaborates with analysts and collection managers from other intelligence disciplines, both internal and external, to create innovative and comprehensive processes and process refinements to full spectrum intelligence operations.Apply mathematical, statistical, geospatial, econometric, decision theory, modeling and other scientific analysis to the assessment of USARPAC activities.Recommend assessment priorities, develop, measure and assess measures of performance (MOP) and measures of effectiveness (MOE) to inform operations and decision making.Evaluate reports by USARPAC and outside entities by analyzing facts, challenging assumptions and performing appropriate research and preparing detailed analyses.Perform complex analytical tasks for USARPAC programs, performance metrics and programmatic documents, providing recommendations of analysis on current force distribution, force generation plans, deployment length, PERSTEMPO issues, and future force allocation decisions.Other duties may be assigned, as necessary.Minimum Qualifications

14 Years relevant experience with Bachelors; 12 Years relevant experience with Masters; An additional 4 years of specific job experience with a HS diploma may be substituted for the Bachelor's degree requirement for this job.

12 years of experience in the analysis of operational problems with the ability to formulate and apply mathematical modeling and other optimizing methods to develop and interpret information that assists management with decision making, policy, formulation, or other managerial functions

9 years of experience in the analysis of data structure with the ability to identify and characterize data types, apply appropriate imputation methods, and perform item analysis, scale reliability analysis, factor analysis, hierarchical linear modeling, weighting adjustments, cluster analysis, and comparative analyses

Apply advanced technical principles, theories, and concepts. Contributes to the development of new principles and concepts. Works on unusually complex technical problems and provides solutions which are highly innovative and ingenious.

General knowledge of the USARPAC’s intelligence mission, and full knowledge of the intelligence collection issues for discipline-specific collection requirements in order to address and close intelligence gaps.

4 Years’ experience supporting USINDOPACOM intelligence and or operations.

Previous experience briefing senior leadership at the General Officer, Flag Officer, or Senior Executive Service level.

Excellent written and verbal communication skills. Ability to proof read, edit, and finalize intelligence products for senior leader briefings.

Advanced degree in Operations Research Systems Analysis, or related field.

Valid US Passport

Clearance: must possess and maintain a TS/SCI clearance
