Overview

Cyber Operations SME / Project Manager:

Bowhead seeks a Cyber Operations SME / Project Manager to work closely with the 67 COG Program Manager and Government COR supporting the needs of the 352 nd COS in establishing and maintaining an optimal environment and support services for the 352 COS. This includes facility maintenance and upgrades, administering service contracts and managing special projects, developing cost estimates, evaluating bid proposals, prepare statements of work for property renovations and improvement projects. The Cyber Operations SME / Project Manager shall administer service contracts and manage special projects, develop cost estimates, evaluate bid proposals, review construction documents, prepare technical specifications, statements of work for property renovations and improvement projects.

The Cyber Operations SME / Project Manager shall manage and schedule facility work and construction to include partnering with Navy Facility Managers (NAVFAC) to ensure contracts are properly implemented and executed consistently within the identified scope of work. The Cyber Operations SME / Project Manager shall serve as the first point of escalation for all facility concerns and inspect the facility and equipment for needed repairs, maintenance, safety and security concerns. The Cyber Operations SME / Project Manager shall submit, document, and track work orders. The Cyber Operations SME / Project Manager shall also respond to emergency maintenance requests and troubleshoot to determine cause and solution, as needed.

Responsibilities

Essential functions will include:

  • Supervising and coordinating multiple projects.
  • Managing the workforce quality and overseeing quality delivery by holding project resources accountable to milestones and deliverables.
  • Correcting potential or existing quality problems.
  • Managing personnel required to meet mission requirements.
  • Oversee and maintain the workforce's training requirements and certifications.
  • Managing the Onboarding process of new team members.
  • Maintaining currency and in-depth understanding of AFI 10-1703, 10-202 ACD & Volume 1, Cyberspace Training.
  • Holding daily and weekly meetings, as needed, with technical resources and document progress, risks, and issues.
  • Establishing clear expectations for the projects with internal and external stakeholders, technical personnel, project costing, and others.
  • Establishing regular communication patterns with the customer to include weekly calls, email summaries, updated project plans, and quarterly project reviews.
  • Preparing and distributing executive summaries and project briefs, as needed.
  • Translating new and existing client requirements into technical solutions by working closely with other internal resources and stakeholders.
  • Communicate status updates to executive leadership

Qualifications

  • A Bachelor's degree in Engineering, Information Security, Management Information Systems, or Business-Related Field is desired at a minimum.
  • Ten (10) years of technical experience in support of Cybersecurity to include: Facilities Maintenance and upgrades, administering Service Contracts, Managing Special Projects, Network Detection, OCO, Cyber Readiness and Training, and Programmatic Support.
  • Five (5) years Program Management Experience/Team Lead, to include: Technology Assessments, Systems Design, Evaluate Bid Proposals, Review Construction Documents, Programmatic Support, and Budget Planning / cost estimates.
  • Eight (8) years as manager of Cybersecurity and Facilities, experience with the AF Cybersecurity is preferred.
  • A CAPM certificate is required at a minimum, PMP preferred
  • Intermediate level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
  • Ability to communicate effectively with all levels of employees and outside contacts
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

Physical Demands:
  • Must be able to lift up to 15 to 25 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically
SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Top Secret/SCI level. US Citizenship is a requirement for Top Secret/SCI clearance at this location.
