NIC -Hawaii, a subsidiary of NIC Inc., is the premier provider of government websites, digital government services, and secure payment processing solutions in the state of Hawaii. For the past 20 years, our mission has been to enhance the lives of Hawaii citizens by improving their interactions with government. We do this by partnering with State, County, and Federal agencies to bring government services online. Located in downtown Honolulu, we employ 34 full time staff members and have a fantastic team of talented people who take great pride in the work that we perform on behalf of our government partners. We are seeking a Project Manager to join our team.

Purpose:

  • Responsible for the overall success of the project
  • Responsible for driving the documentation and proactive communication of project goals, measures of success, plans, statuses, issues, and risks in a timely manner to team members, stakeholders, and senior management to assure strategic and program alignment and the timely resolution of issues, risks, and roadblocks
  • Contributing member of the PMO team, assisting in the creation of process and project artifacts, and raising the level of project management maturity in the enterprise

Duties:

  • Oversee project management and coordination of complex Internet, mobile, and e-commerce applications and services
  • Work with the Partner Liaison to execute the scope and goals of the project and provide leadership for the definition and delivery of project initiatives
  • Develop and manage key project documentation to thoroughly understand what is needed to complete projects (i.e. User Stories, Design Specifications, Wireframes, Project Plans, Burn-down Charts, Issues Lists, Reports, Meeting Agendas, etc.)
  • Develop and manage detailed project schedules, and adhere to time, budget, resource, and scope constraints
  • Work with team members to understand problems, focus on bringing issues to resolution, and escalate as necessary to meet timelines
  • Drive project issues through to resolution using the methodology established in the PMO and effectively manage and control project changes
  • Proactively manage project team including consultants and external vendors
  • Effectively communicate and advise the Partner Liaison and/or management team of project statuses, which includes resources, inter project dependencies, external project dependencies, and realistic timelines for completion
  • Coordinate and facilitate project meetings/scrums internally and externally to disseminate project status information and continually manage partner expectations
  • Work closely with the project team to ensure on-time delivery
  • Lead Quality Assurance (QA) efforts to ensure projects are delivered with high quality by planning, designing, and executing application testing, as needed
  • Keep the Partner Liaison in the loop throughout the project life cycle to ensure a smooth transition post-deployment from the PM to the Partner Liaison
  • Train partners and customer service on application use prior to deployment to the production environment
  • Co-present with Partner Liaison in project demo meetings

Requirements:

  • Undergraduate degree or equivalent work in Project Management
  • Minimum of two years job related experience
  • Strong understanding of the full software development life cycle (SDLC) and experience with formal SDLC methodologies
  • Real world experience using agile methodologies
  • Excellent customer service skills, including good verbal and written abilities
  • Strong leadership, organizational, prioritization and interpersonal skills, combined with effective presentation skills
  • Self-motivated
  • Ability to manage multiple projects simultaneously
  • Ability and desire to thrive in a high-pressure, client-services entrepreneurial environment
