SummaryYou will serve as an Interdisciplinary Engineer/Architect in the Contingency Engineering Business Line of NAVAL FACILITIES ENG COMMAND PAC. This interdisciplinary position will be filled as a General Engineer (0801), Architect (0808), Civil Engineer (0810), or Mechanical Engineer (0830). A Cost-of-Living-Allowance (COLA) of 10.28% will be added to the stated salary.ResponsibilitiesYou will validate customer program requirements for construction, A-E services, BOS, vehicle procurement contract or task order execution.You will manage the fiscal year budget for assigned programs.You will manage customer funds to enable construction, A-E, BOS, vehicle procurement contract or task order award.You will validate project scope of work (SOW) and cost estimates (CE) to ensure customer requirements are met.You will work with customer and Resident Officer in Charge of Construction (ROICC) office to develop and oversee project plan of action and milestone (POAM) to ensure on-time project completion.You will provide expert, professional project planning, programming and technical engineering advice to customers to ensure requirements are validated and met.You will develop Inter-Agency Agreements (IAA) to transfer project funds from Dept of Interior or Dept of State agencies to Dept of Defense (DoD) agencies (e.g. NAVFAC).RequirementsConditions of EmploymentQualificationsThis position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801, 0810, or 0830 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition to the Selective Placement Factor for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing engineering/architecture expertise, professional project planning, programming and technical advice for contingency engineering projects or programs;2) Reviewing scopes of work (SOW) and cost estimates (CE) to ensure customer requirements are met;3) Planning, coordinating design requirements, and evaluating a variety of construction projects and service contracts for various locations;4) Executing project management and engineering practices to provide quality and compliant plans, designs, and specifications; and5) Ensuring construction designs conform to the Unified Facilities Criteria (UFC) and International Building Code (IBC). Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR B. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR E. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Applicants for the 0808 must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: A. You have a bachelor's or higher degree in architecture. OR B. You have a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR C. You have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. Your curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR you lack a degree in architecture, but you have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
