Through subordinate activity managers, is responsible for
overall management and direction of the Directorate, Family and
Morale Welfare and Recreation (DMWR) Support Division at a large
Garrison.
Directs, develops and administers plans and procedures and
implements regulations to ensure functions are carried out in
accordance with governing laws, policies, regulations and
professional standards of service.
Provides leadership and supervision and communicates mission and
organization goals to subordinates. Applies knowledge of
programming, planning and budgeting and long-range Morale,
Welfare and Recreation (MWR) resources.
Directs and develops finance and accounting operations through
various services to include receipt of, distribution of, and
accounting for non-appropriated funds (NAF).
Reviews and evaluates progress of program plans to determine
whether overall objectives are being accomplished economically
with reference to budget and manpower.
Develops the most effective and acceptable approaches and meets
with other program/activity managers and others to gain their
concurrence and support and to develop innovative joint programs
and activities.
Establishes current and long-range program, considering user
desires for program/services, mission, strength, and facilities.
Prioritizes programs, program changes, and projects in terms of
user needs and affordability.

QualificationsMinimum Qualification:
- Work experience directing/managing one or more Directorate,
Family and Moral, Welfare and Recreation (DFMWR) Support
Management programs for a Garrison or similar civilian
community, for at least one year.
- Knowledge of programming, planning, budgeting and long range
planning.Highly Qualification Criteria:
- Possess experience overseeing, integrating and coordinating all
phases of major projects from inception, through the approval
processes, to contracting, ensuring all phases are executed
correctly and within established timeframes.
- Possess experience developing and implementing policies and
procedures appropriate to Family and Moral, Welfare and
Recreation (FMWR) programs and activities with working knowledge
of Department of Defense (DOD) policies and Army Regulations.
- Possess financial management experience necessary to execute an
effective acquisition and financial management plan to include
demonstrated ability to determine resource needs and allocation
of resources for both appropriated funds (APF) and
non-appropriated funds (NAF) budgets and analysis of financial
data.
- Possess experience with development and execution of Strategic
Plans pertaining to the operations of Family and Moral, Welfare
and Recreation (FMWR) programs and activities.
- Possess successful supervisory experience at the Division Chief
level ensuring that employees are properly selected, evaluated
and compensated and adequately prepared to manage a
multi-sector/diverse workforce in a variety of complex work
situations.Note: To be evaluated as a highly preferred, your resume MUST
