Title: Business Process Analyst Start Date: 10/12/2021End Date: 4/16/2022Location: Boise, ID 83714Some travel in town between current DOPL Offices may be required.Project ScopeBusiness Process Analyst will be responsible for helping support the LIS Program Office which includes a Project Manager, an internal Business Analyst and the Program Office as the team works towards writing an RFP for selecting a new enterprise-wide licensing, permitting, and inspection/investigation system. This position will also work with the internal Business Analyst to aid in monitoring the workflow/progress of the project against set timelines.Expected DeliverablesThe program the selected individual will be working on concerns a high-profile project which will involve creating a single licensure program for several formerly independent boards with separate legacy systems. This new system will also be integrated into programs such as the state's financial accounting system. This position will be responsible for working with the Project Manager, and the Division of Purchasing in issuing an RFP. Other duties will include research/information gathering; scheduling; process modeling; preparing status reports and meeting materials for leadership; preparing documented outputs of meetings; communicating/working with Subject Matter Experts (SME) within the division to understand their business processes as well as gather system requirements; make agency process improvement recommendations; and other duties as directed by the Program Office.Expected deliverables will include but are not limited to:•Work with project management to understand the business strategy, goals and objectives to help ensure program success.•Review, analyze, and evaluate business systems and user needs.•Assist in the discovery of current versus future processes. •Document business processes in a way that looks toward the future which may include process automation and process improvement.•Review existing project documentation as described including high level requirements and process workflows ("As-Is" and "To-Be")•Draft, refine, and maintain documented business requirements, system (functional and non-functional) requirements, and report specifications.•Draft, refine, and maintain Use Cases as needed.•Identify and communicate system implementation risks and mitigation strategies, issues, and process improvement opportunities to appropriate project team members and other stakeholders. Specific Skills required (Programming languages, databases, operating systems, etc.):- Experience: Two plus years of relevant experience.- Education: Four-year college degree or equivalent technical study.- Description of skills and knowledge include:- Work with agency SMEs to understand their business processes.- Develop performance metrics for successful business process management initiatives. - Conduct workflow design and process improvement.Additional point of consideration:- The resume of a successful candidate will not only need to demonstrate experience as a Business Process Analyst but will identify working with customers to define business processes and identify opportunities for improvements. Candidates should provide samples of their work related to process redesign or performance metric development along with their resume. References requested.- Experience working with a governmental agency would be preferred.
