Subcontracts AdministratorDescriptionJacobsNuclear Projects and Consulting is a Tier 1 service provider to the U.S. Department of Energyand Atomic Energy of Canada Limited, we deliver safe and innovative solutionsat complex nuclear cleanup and production sites. Our services include programmanagement, decommissioning, environmental remediation, waste and nuclearmaterial management, nuclear operations, consulting, and engineering andconstruction.We are currently executing many contracts,performing work that is essential to our clients' missions across a broad rangeof functional areas. We are looking for a Mid-Level to Senior-Level SubcontractAdministrator who has a broad working knowledge of Federal Contracting andprocurement requirements. This is a great opportunity for the candidatewho has experience with government contract and regulations. Responsibilitieswill include:
Performing Procurement functions of Purchasing supplies and services including experience with subcontracting plans and property administration
Mentor and coach a small staff of procurement professionals of varying experiences and backgrounds
Perform assignments of varying scope and complexity from moderate to complex requirements following established policies and procedures
Responsible for cradle to grave procurement administration of federal and/or commercial procurement actions; review requisitions, prepare RFPs, conduct bid abstracts, conduct negotiations, prepare purchase orders and subcontracts and administer complex services-type subcontracts
Support proposal preparation activities to clients
Qualifications
Bachelor's Degree in Business or related discipline required
Familiarity with federal and commercial procurement guidelines and regulations required
Federal Acquisition Regulation (FAR) experience required
USA citizenship (no dual-citizenship)
10 or more years of experience required
Computer skills: Excel, WORD, Microsoft Outlook email
Writing skills above average
In addition tothe requirements above the ideal candidate may have these preferred skills:
Preferred candidate will already have or will be actively pursuing NCMA certification of CFCM or an equivalent certification in Purchasing
Candidates local to Idaho Falls is preferred
Essential Functions:
Intermittent sitting,walking, standing, bending, squatting, climbing, kneeling, twisting, andlifting. Lifting requirements limited to 20 lbs. in the form of supplies,drawings, etc. Longest distance carried of 50 feet. Hand manipulation isrequired for simple grasping, pushing and pulling, and fine manipulation. Rightand/or left hands utilized. Occasional need to reach and/or work above theshoulder, for supplies, as well as below the shoulder for same. No footcontrols necessary. Must be alert to equipment in the field, there will beoccasional travel, will work near construction job site equipment when in thefield, occasional need to work near hazardous equipment and machinery,occasional need to walk on uneven ground, exposure to dust, gas or fumes,exposure to noise, extremes in temperature or humidity, and potential work atheights.
