SummaryAbout the Position: Serves as a Budget Analyst for Construction Engineering Research Laboratory (CERL), Champaign, IL. This is a career ladder position and may be filled at the DJ-02 or DJ-03 grade level. If selection is made at the DJ-02 grade, the position has promotion potential to the DJ-03. At the discretion of the Supervisor, the incumbent of this position may be noncompetitively promoted to DJ-03 if all promotion requirements are met.ResponsibilitiesWorks with research staff to prepare all required documentation (agreements, SOW, PMP, PSWA, Appendix B, and D/F as well as resource allocation worksheet) in preparation for funding receipt.Perform financial transactions using the Corps of Engineers Financial Management System (CEFMS) involving program setup, execution, and closeout for all funding activities associated with labs.Perform financial transactions for military and civil direct and reimbursable programs and any facility revolving fund accounts.Process acceptance of funds for incoming reimbursable funding; coordinates and contracts sponsors/vendors to validate financial requirements.Understands and uses Project Management Information System (P2) to establish projects and resource funds for use in CEFMS.Send Government Orders and ensure all required documentation (agreement, SOW, Appendix B, and D/F) is in place to transmit.Coordinate all necessary required processes, such as unliquidated obligation reviews (ULOs), cost transfers, accruals, distributions, etc in a timely and accurate manner to ensure financial execution and accountability.Track, adjust and certify purchase requests and commitments (Flat Rate Burden, Labor, Travel, and VISA etc?) in a timely and accurate manner to ensure financial execution and accountability.Prepare financial and program reports and distribute to PIs and Managers as necessary but at minimum monthly.RequirementsConditions of EmploymentQualificationsWho May Apply: Only applicants who meet one of the employment authority categories below are eligible to apply for this job. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service DJ-01 (GS-04).OREducation: Four year course of study leading to a bachelor's degree.ORCombination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages. DJ-03 Required Specialized Experience: One year of specialized experience which includes performing at least 2 out of the 3 following duties: 1) monitoring funds and expenses for an annual operating budget; 2) analyzing trends to identify budgetary problems and forecast funding needs; 3) preparing reports on the status of funds, expenditures, and obligations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service DJ-02 (GS-09).OREducation: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Financial Management, Accounting, and/or Mathematics.ORCombination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
