ENVIRONMENTAL SPECIALIST IIIRequisition #: 190000S7Job SummaryThis position is an experienced level position that manages environmental compliance for operating segments and construction projects through the application knowledge and experience managing compliance programs.Essential Functions and Responsibilities

Develop tools and templates to manage the collection of environmental compliance information that results in enhanced compliance performance and appropriate quality and accuracy reviews of the data.

Manage field inspections for operating assets and construction projects. Provide expert level knowledge of compliance requirements and operating or construction parameters to answer questions regarding applicability and compliance programs. Enhance existing compliance programs based on audit results. Lead internal audits of ONEOK facilities outside area of responsibility.

Represent ONEOK in the evaluation and implementation of minor emerging regulatory issues through committees of state based Industry Associations or in support of the ONEOK Regulatory Issue Guideline.

Recognize and resolve regulatory applicability issues and identify compliance requirements and tasks. Able to apply risk based analysis of compliance relative to operations or construction practices. Provide support to less experienced professionals to resolve complex questions of applicability or requirements.

Capable of managing all environmental programs and their applicability within a complex operating asset or construction project.

Recognize the need for and develop new procedures and tools to facilitate and demonstrate compliance.

Review environmental inspection reports and resolve potential compliance issues based on knowledge of regulations, construction practices and operating assets

Negotiate with contract and consultant resources to ensure an appropriate level of service and competitive rates for service. Evaluate contractor and consultant performance and make recommendations on continued use.

Manage the permit process from start to finish for all media, including applications for new construction and operating assets. Able to ensure quality and accuracy of practical permit conditions based on evaluation of compliance risk.

Perform job functions independently and able to manage task assignment and completion with limited supervision.

Manage multiple compliance systems across multiple media for complex operating sites and projects. Contribute to system enhancements to improve compliance performance. Training new users on compliance systems and procedures. Participate in the development and implementation of new compliance systems.

Provide mentoring to experienced employees on compliance system management, assisting with compliance requirements and organizational procedures and tools

Manage agency inspections and represent ONEOK in negotiations of compliance or enforcement issues. Able to effectively represent ONEOK operating parameters and construction practices and the applicability of environmental regulations along with rationale for compliance positions taken by the organization.

Regular and reliable attendance is required in performance of job.

Employee may be required to perform additional duties as assigned.

Education and ExperienceBachelor’s degree or higher in an engineer field and/or related technical discipline or equivalent combination of formal education and job related experience:

At least eight (8) and up to fifteen (15) years of experience in an environmental compliance role is typical for this position, but years in the position is not as relevant as the application of knowledge and experience.

Knowledge of state and federal environmental regulations and standards and their applicability to operations.

Demonstrated ability to analyze, research, compile, and prepare permit applications, logs, reports, and correspondence and company responses to agency requests.

Demonstrated ability to evaluate, research, and interpret governmental regulations, equipment performance manuals, regulatory agency guidance and instructions, reports, correspondence, and company policies and procedures.

Application of math, algebraic formulas, calculus, and statistics.

Experience in use and function of office equipment including computers and applicable software.

Experience interacting, advising, negotiating, and communicating effectively.

Demonstrated ability to read and write fluently in English.

Communicate and/or exchange information.

Communicate effectively through the development of written communication that applies fundamental technical writing skills.

Certification and Licensing

Applicable driver’s license for travel to other locations and to job sites throughout the company.

Physical Requirements

Mobility to travel in and around office surroundings and to other business locations.

Ability to operate tools and equipment required.

Ability to collect environmental field samples (air, water and waste) for analysis

Visual Requirements

Sufficient to perform job duties.
