- Minimum of five (5) years of experience applying analytical processes on IT projects with three (3) years of that experience must have been in business systems analysis and design.
- Possess a bachelor’s degree from an accredited college or university; additional qualifying experience may be substituted for the required education on a year-for-year basis.
- Advanced knowledge of project management processes, means, and methods.
- Strong skills in Microsoft Office (Excel, Word, PowerPoint, Visio, and Project).
- Knowledge of principles and practices of project management and organization change management.
- Proven analytical and problem-solving background.
- Large-scale projects in a public safety environment.
- Law Enforcement dispatching environment.
- Computer Aided Dispatch/Mobile software applications.
- Audio recording systems, such as for phone calls and radio transmissions.
- 9-1-1 systems.
- Police radio communications systems.
- Strong oral and written communication skills to assist with development of project deliverables and participate in presentations.
- Cloud-based application experience.
- Running workshops to identify needs, requirements, processes, or priorities.
- Creating test plans and validation of software and/or hardware solutions.
- Performing requirements analysis, documentation, and quality assurance for each deliverable.
- Developing, coordinating, and implementing methodology and scope for multiple and concurrent complex projects.
- Utilizing strong analytical and research techniques to identify gaps and inconsistencies within existing practices.
- Actively participate in providing technical leadership, expertise, and documentation in information gathering meetings, fact-finding meetings, working sessions, presentations, and communication.
- Familiar with a range of digital/web services and solutions, ideally where open source and cloud technologies and various development methodologies have been applied.
- Ability to interrogate reported information and challenge sources where inconsistencies are found.
- Knowledge and experience in ensuring enhanced processes and services are technically, operationally, and legally supported by analyzing and compiling business requirements and solidifying a successful implementation.
- Strengthen risk mitigation techniques and improved process efficiencies while meeting stringent regulatory requirements, developing, coordinating, and implementing methodology and scope for multiple complex projects.
- Strong analytical and research techniques to identify gaps and inconsistencies within current measurement tools.
- General communication notes and documents.
- On occasion, travel will be required to satellite facilities within California.
- Prepare internal and external reports, such as weekly project status reports, pertaining to job status, organize and facilitate meetings to review project status.
