This position is being filled under the Direct Hiring Authority (DHA) for Certain Competitive Service Positions in accordance with P.L. 115-232 National Defense Authorization Act (NDAA), Sec 1101 and 5 USC Section 9905.ResponsibilitiesDuties described reflect the full performance GS-09 level. Duties will be performed in a developmental capacity under close supervision.Serve as the primary operator of hydrographic survey vessels ranging from a 21-foot skiff with an outboard engine to 35-foot multi-transducer sweep vessels with dual inboard diesel engines.Utilize electronic sounding equipment and various other methods and conduct hydrographic surveys of known obstructive and critical areas of navigable channels.Determine survey vessel position, vessel survey speed and quality of survey so as to meet and frequently to exceed the highest order accuracy and precision requirements in accordance with survey manuals.Perform maintenance, operation, and testing of hydrographic survey equipment on vessels, sometimes at remote locations.Make annual and special reconnaissance and condition surveys of District waterways Lock and Dam structures to ensure authorized channel depth and width, and that Government mooring facilities are maintained.Prepare detailed reports of survey findings and recommends course of action necessary to correct problem areas.RequirementsConditions of EmploymentQualificationsWho May Apply: US Citizens In order to qualify, you must meet the experience and/or education requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for the GS-07: One year of specialized experience which includes work that involves operating and/or maintaining an automated high speed, multi-track hydrographic system and electronic depth recorder; performing equipment tests and making necessary adjustments to ensure accuracy of hydrographic data collected; and assisting with the preparation of survey reports with recommendations for dredging navigation channels. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). For Federal or previous Federal employees, the definition of specialized experience is typical work performed at the second lower grade level or equivalent (GS-05). Specialized Experience for GS-08: One year of specialized experience which includes work that involves operating and/or maintaining an automated high speed, multi-track hydrographic system and electronic depth recorder; performing equipment tests and making necessary adjustments to ensure accuracy of hydrographic data collected; assisting with the preparation of survey reports with recommendations for dredging navigation channels; occasional operation of survey vessel under supervision of higher graded employee; and assisting with dredging inspection duties. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Specialized Experience for GS-09: One year of specialized experience which includes work that involves maintaining and/or operating automated high speed, multi-track hydrographic system and electronic depth recorder; performing equipment tests and making necessary adjustments to ensure accuracy of hydrographic data collected; assisting with the preparation of survey reports with recommendations for dredging navigation channels; independently operating and maintaining survey vessel, identifying/prioritizing dredging locations and establishing dredge cuts, and conducting dredge inspection and/or dredging contract administration. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). For Federal or previous Federal employees, the definition of specialized experience is typical work performed at the second lower grade level or equivalent (GS-07). You will be evaluated on the basis of your level of competency in the following areas:SurveyingTechnology ApplicationVehicle OperationEducationEducation Substitution for Specialized Experience for GS-07: One full year of graduate level education in a field directly related to the work of the position, such as Engineering Technology. OR Combination of Education and Experience for GS-07: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. Education Substitution for Specialized Experience for GS-08: One and a half years of graduate level education in a field directly related to the work of the position, such as Engineering Technology. OR Combination of Education and Experience for GS-08: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages. Education Substitution for Specialized Experience for GS-09: Must have at least a Master's or equivalent graduate degree or at least two (2) full years of progressively higher level graduate education leading to such a degree in Engineering Technology or related field of study. OR Combination of Education and Experience for GS-09: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 18 hours (total semesters hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
