Overview Under general direction, formulates and defines scope and objectives based on user defined needs. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time and form of desired results. Prepares detailed specifications from which programs will be written. Analyzes and revises existing system logic difficulties and documentation as necessary. Utilizes project management tools including estimating work efforts in advance of projects, prioritization of project efforts, planning, developing, implementing and post implementation reviews. Also has duties instructing, directing, and checking the work of other application and systems analysis personnel. Responsible for quality assurance review. Acts as project leader for medium to large scale projects to support business processes of departments impacted.

Qualifications Education:
  • Bachelor's degree required with an emphasis in management, computer science, or other related field or equivalent work experience
  • 1+ years of experience in an information systems environment, particularly in specific areas such as business, finance, customer support or clinical operations with emphasis on management of resources and technology may be considered in lieu of educational requirements.
Experience:
  • One + years of experience in Information Technology areas including project management, advanced support management, systems analysis, programming or other similar experience required. Relevant system experience in clinical or financial systems is required.
  • Knowledge and experience with concepts and principles required for designated systems preferred and include: implementation and support of application systems in a large health system; project time and effort estimation; thorough documentation skills; and programming concepts and techniques.
  • Demonstrated ability to coordinate medium to large scale system projects from start to finish including development, measurement and reporting of key performance indicators and a commitment to continuous quality improvement
  • Ability to analyze and estimate system requirements, develop alternatives and implement solutions.
  • Extensive understanding of computer systems including various hardware, operating systems, programming languages and data communications.
  • Strong analysis, planning, and organizational skills, as well as excellent verbal and written communication and customer service skills are required.
  • Demonstrated extensive understanding of business processes and system interdependencies.
  • Demonstrated skills in developing and maintaining excellent interpersonal relationships.
  • Demonstrated proactive initiatives toward continuous process improvements.

Responsibilities
  1. Identifies conflicting views or issues, and strives to identify the best solutions, documenting issues, completing requests for services and functioning as a liaison between user departments, IS management and software vendors.
  2. With limited supervision, collects information from diverse sources and performs various analyses and summarization of the information and data in order to coordinate complex systems or projects.
  3. Reviews/evaluates anticipated and actual results of changes to information/process flow following implementation. Recommends enhancements based on feedback from user community. Determines and presents available options to meet workflow demands. Works with vendors to define any pertinent modifications.
  4. Demonstrates system/application knowledge; Provides system/application support as needed.
  5. Coordinates the monitoring and analysis of the operation of current software and hardware in the resolution of system problems; identifies and recommends areas of possible improvements.
  6. Researches, designs, develop, implements, and maintain modules within applications which support multiple departments in the Health System.
  7. Assists in the definition and development of system interfaces and / or extracts as needed; develop automated procedures to execute interfaces with little assistance or guidance.
  8. Coordinates the testing of hardware/software along a pre-defined test plan.
  9. Performs or coordinates security and access audits on systems supported, automating audits to streamline operations.
  10. Evaluates requests from users for system changes, determines the nature and scope of project, and assists in determining the feasibility of the project.
  11. Coordinates determination of system requirements, resource requirements, and the scheduling of activities for accomplishing the project.
  12. Coordinates all phases of the implementation of new systems or features and with upgrades to existing systems including delegation of tasks needed to complete the project. May coordinate multiple projects simultaneously.
  13. Promotes and demonstrates effective teamwork attitude utilizing input and ideas from others and readily offering assistance or feedback to others as needed, demonstrating user oriented focus.
  14. Coordinates tasks and serves as a facilitator and consultant to assist in analysis of process flow and implementation of change to improve quality of service.
  15. Subject to call back at all times and on-call rotation. Must be available to support the organization and staff as necessary particularly in crisis or downtime situations.
  16. Performs other related work as required or requested.
