Position Definition:The Department of Revenue’s Tax Management Division (TMD) is seeking applicants for the Public Service Manager 2 position to act as the Chief Business Officer over the Compliance Bureau. This Bureau Chief will report to the Deputy Director and will be responsible for the management of tax return audits and examinations, and verification of compliance with applicable tax laws and requirements. This Bureau Chief will provide leadership and supervision to subordinate Managers and Supervisors who oversee a total of approximately 100 permanent employees. This position will be responsible for a variety of tasks and duties including but not be limited to:

Develop, implement, coordinate, and monitor Audit and Examination programs and procedures.

Lead a team of employees performing the following responsibilities of tax administration: tax return and payment procedures for individual, business, and miscellaneous tax filers and taxpayers; return resolution; field and investigative audit, fraud and identity theft unit; and tax credit unit.

Ensure compliance and collaboration with the Department’s Policy and Legal Divisions.

Establish an objective-based training plan for the Compliance Bureau, and track results.

Collaborate with Department colleagues for tax gap procedures.

Work with tax professionals and various external stakeholders to help achieve voluntary compliance of tax filing and payment requirements.

Serve on the Director’s leadership team and in various other leadership roles.

Employees of the Compliance Bureau are located in our Des Moines or Cedar Rapids office, or working as a teleworker.Preference will be given to candidates who have graduated from an accredited college or university with a four-year degree in finance or accounting, possession of a Certified Public Accountant (CPA) certification, and experience equal to four years of full time work in tax accounting or auditing.Must pass a criminal background check, FBI fingerprinting, and be in compliance with Iowa tax filing requirements and willing to participate in the E-verify process.Applicantsmustattach a resume/cover letter to the online application.Please note, we will offer video conferencing interviews for this position. However, this position will be required to work in the Hoover Building once hired.Minimum Qualification RequirementsApplicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:1) Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.2) Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.3) All of the following (a and b):a. Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; andb. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.4) All of the following (a, b, and c):a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; andb. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; andc. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience.
