NIC Inc.’s Corporate Sales team is currently looking to hire a Government Affairs Associate to assist NIC in identifying and staying in front of governmental issues and policy that will allow NIC to continue to impact and drive digital government. This position will ideally sit local to Kansas City, KS or Nashville, TN but are open to fully remote with travel expectations around 50%. The Federal, State and Local Government Affairs Associate is responsible for assisting in the development and execution of NIC’s federal, state and local government affairs strategies and public policy agenda. The Associate will build and maintain strong relationships with a broad coalition of stakeholders and associations focused on the development of a national network of advocates. Our preference is that this position is located in Nashville, TN but we are open to the role being remote in a location with high accessibility to efficient airport travel. This position reports to the Vice President of Strategic Affairs, who is based in Nashville, TN.

Essential Functions of the Job:

  • Identify federal, state and local legislation that is of priority to NIC. On an ongoing basis, monitor legislation to ensure NIC is in front of issues impacting digital government.
  • Communicate relevant federal, state and local advocacy efforts to NIC’s senior leadership, internal staff and key stakeholders on a regular basis.
  • Develop and maintain relationships with national groups representing governors, CIOs, budget officers, state legislators, attorney generals, municipal officials and others to identify relevant trends.
  • Build relationships and represent NIC before key state and local policymakers.
  • Assist in managing outside consultants in support of NIC’s initiatives.
  • Lead research projects in support of federal, state and local advocacy efforts.
  • Periodically collaborate with and provide strategic guidance to NIC’s communications and marketing teams to ensure the NIC’s website, social media properties, and communications tactics are helping advance NIC’s federal, state and local advocacy objectives.

Position Responsibilities:

  • Participate in the formulation and implementation of annual planning, multi-year strategic plans and goal setting tied to NIC’s strategic plan. Provide periodic updates and follow-up on strategic plan implementation with relevant NIC staff.
  • Maintain key relationships across NIC, government representatives and other key stakeholders to convey and support NIC’s positions.
  • Conduct policy research and analysis in support of the NIC’s federal, state and local policy program.
  • Track federal, state and local legislation and report on significant developments.
  • Write reports and position papers for internal and external use.
  • Provide analysis and produce content for the Vice President of Strategic Affairs.
  • Represent the interests of NIC to a broad coalition of stakeholders, including industry executives, policymakers, federal, state and local advocates.

Qualifications:

  • Knowledge and understanding of federal, state and local digital government policy.
  • Strong communication and interpersonal skills with the ability to work cross-departmentally with a wide variety of stakeholders.
  • Team player with a high level of professionalism, self-motivation and positive attitude.
  • Excellent writing and presentation skills, including ability to synthesize complicated matters to appropriate audiences.
  • Demonstrated ability to work in diverse political climates with legislators, governors, attorneys general, CIOs, budget officers and municipal officials and staff.
  • Read and understand complex policy, including legislation and administration actions and communicate relevancy to internal and external stakeholders.
  • Strong project management skills and able to manage multiple schedules and deadlines within ongoing projects and immediate needs.
  • A proactive approach to problem-solving with strong decision-making skills.
  • Flexibility and quick response to a rapidly changing policy environment.
  • Extremely organized and detail-oriented, with the ability to meet deadlines.
  • Excellent computer and technology skills, including a working knowledge of social media and database management. Comfortable in both PC and MAC based environments and able to create PowerPoint presentations.

Required Education and Experience:

  • 5 to 7 years of experience in federal, state or local public policy work or government affairs, including experience working on issues related to digital government.
  • Bachelor’s Degree in Government, Political Science, Public Policy, Political Management, Public Affairs or related field.

Preferred Education and Experience:

  • Advanced degree or equivalent experience.
  • Demonstrated the ability to provide instruction to audiences of varying background and levels of knowledge.
  • Experience working with the digital government services or other relevant industry.

Travel Requirements:

  • Approximately 50 percent of time, for domestic travel.

The annual compensation range for this position is $75,000 to $85,000.
