NIC’s enterprise licensing team serves customers in the Cannabis, Occupations and Professional licensing markets. The project manager will help ensure the successful implementations of SaaS based licensing systems for multiple state programs across the United States.

What does the Technical Project Manager do?

The Technical Project Manager is responsible for coordinating implementation activities unique to the Licensing team, specifically Enterprise Licensing and Permitting (ELP). This involves gathering software requirements, schedule definition, issue tracking, and overall project implementation awareness to help define and coordinate effective workflows for our clients. The Technical Project Manager is the glue between what our clients want to do with our software and the 3rd party systems or legacy data they bring to our operational environment.

How does the Technical project manager accomplish this?

Collaboration, communication, organization, technical know-how, and creative problem-solving.

It starts with collaboration. We’re all in this together! We partner with our clients to determine what problems they are trying to solve and how we can leverage our software to solve them. We then work closely with our partner teams to determine where these solutions fit in with our core software implementations for the client. Next, we work closely with our development teams to make those solutions a reality and deploy them into the field.

Communication is key. It’s not only what you say but how you say it. Keeping the right people informed of the plan or the status of a project is essential. How the message is delivered is just as important as the content. We like to get as much face time with our clients as possible, but as more and more of our work becomes remote, we embrace every tool at our disposal. Knowing when to e-mail, make a phone call, video conference or hop on a plane given a situation is vital to maintaining positive relationships with our clients and colleagues.

The Technical Project Manager handles several clients simultaneously and coordinates solutions ranging from custom interface implementations to conversion of legacy data into our core products. Organizing project information such as requirements, statuses, and schedules while having it available to report out to stakeholders is essential.

Technical know-how and creative problem solving go hand in hand. Having the knowledge of how our products work together along with technical fundamentals such as database technologies and application architecture is essential to proposing solutions and workflows for our clients. Outside and diverse perspectives are highly valued as we look to draw on our partners’ and colleagues’ experiences to find the right tool or solution for the job at hand.

Where do Technical Project Managers come from?

All sorts of career paths. Project management is the most important responsibility for this role. That does not necessarily mean we are looking for candidates that are PMP certified or have a Project Manager title in their resume. That experience and qualification is certainly helpful though! Software Engineers or Architects that have leadership experience or are ready to take that next step have been successful in this role. We are looking for team members that can embrace a leadership opportunity and drive project success across several functional organizations. Having a background in business fundamentals, strategy, operations, management, and consulting are valuable as well.

Location: Open, but our first preference would be near our corporate headquarters located in the Kansas City area.

Travel: 10-25%

Responsibilities

  • Kick-off projects with our clients and collect information on their project expectations and workflows.
  • Present project methodologies and timelines for interface and conversion activities.
  • Consult with clients and internal staff to propose and define solutions to data conversion and data sharing needs of clients.
  • Write and deliver requirements documents and analysis for interface and conversion activities.
  • Participate in development planning of project-specific deliverables.
  • Facilitate communication between development staff and clients or other NIC/Tyler partners and 3rd parties.
  • Plan and document deployment and testing activities with clients.
  • Demonstrate project utilities such as mapping tools and issue tracking to clients.
  • Establish go-live plans and drive projects to conclusion.

Qualifications

  • Bachelor’s Degree in Business Management, Management Information Systems (MIS), Computer Science or related field or relevant work experience
  • Excellent project management skills
  • Excellent interpersonal skills including verbal and written communication, teamwork, and client service skills.

  • MBA or master’s degree in Computer Science, Computer Engineering, Management Information Systems or another related field
