Information Technology ManagerLocation: Osawatomie, KS 66064Duration: 6 months minimum Contract to HireReq ID: OSH09152021 - ITMDeadline: 09/24/2021SCOPE OF WORKA "hands on" Information Technology (IT) team manager to work in collaboration with the Chief Information Officer (CIO) to manage multiple IT functions. One such area of focus would be concurrent application development and Network projects. Ability to meet deadlines, to conduct and direct research into IT issues and products, and to take initiative in the development and completion of projects. Excellent problem-solving, analytical and evaluative skills are required.A second area of expertise is the management of the deployment, monitoring, maintenance, development, upgrade, and support of all IT systems, including servers, PCs, operating systems, telephones, software applications, data recovery and auditing, security of electronic information, and peripherals. Provide expertise and support during systems upgrades, installations, conversions and file maintenance.General Duties:1. Provide leadership, vision, and management to the IT department. 2. Ensure the continual functioning of mission critical IT operations. Communicate regularly with executive management on information technology. Demonstrate user friendly, accessible/approachable methodologies to IT Dept. staff, OSH staff and leadership. Support Chief Information Officer in producing reports, data, in a fluid managing project management environment with changing priorities. Maintaining IT systems and logs to meet all surveying government agency requirements.2. Manage IT staff, including hiring, training, evaluation, guidance, discipline and discharge. Develop the IT staff to meet the changing needs of users, groups and offices; new projects and technologies; and varying staff strengths. Develop standard operating procedures and best practices, including providing written protocols and guidance to IT staff and to end-users. Ensure the creation and maintenance of all written documentation, including system and user manuals, license agreements, and documentation of modifications and upgrades. Oversee provision of end-user services, including help desk and technical support services. Work with team to enhance current technologies to improve client services.3. IT Security Maintain security and privacy of the information systems, communication lines, and equipment. Develop, review, and certify all back-up and disaster recovery procedures and plans. Develop and implement all IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provision. Perform system monitoring for security purposes.4. Manage servers, security solutions, network hardware and equipment. Install new servers and configure hardware5. Manage telecommunications infrastructure and development plans, projects, policies and procedures.6. Manage financial aspects of the IT Division, including purchasing, budgeting, and budget review and reporting.7. Negotiate and administer vendor, outsourcer, and consultant contracts and service agreements.8. Demonstrate sound judgment; initiative; flexibility; detail-oriented documented working experience with Microsoft Windows Environments, including MS-SQL and Microsoft Exchange, Internet Information Server and other applications. 9. Experience with Microsoft windows configuration, installation, maintenance, support and troubleshooting of TCP/IP, networks supporting, microcomputers and other systems; system development, complex project management, knowledge of network hardware, client/server technology and Internet/intranets.10. Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary.Experience required:•1 year or more experience in leading a team of technical staff; working with the Executive Management of an organization, and with managing multiple concurrent projects; or•Experience in working with highly structured and regulated environment such as the medical or financial industries; or•Experience with conducting and directing research into IT issues and products, and to take initiative in the development and completion of projects; or•Experience with Microsoft Windows and Office products.•Large IT budget management experience•Bachelor's degree in computer science or equivalent education and experience, along with advanced technical or managerial credentials (e.g. Project Management Professional Certification, A, etc.); or •Five or more years of progressive IT experience, including experience in a campus IT type environment.
