Position: Business Analyst The Technical Business Analyst will be housed within the Office of Administrative and Technology Services and function as a member of the KHIE lab onboarding team. This position will support the needs of the Department for Public Health and facilitate the onboarding of labs and other facilities to KHIE and the NEDSS platforms for the purpose of electronic lab reporting. Working as an onboarding analyst, this position will facilitate connection to KHIE with the following connection types; VPN, Web Services and SFTP. The position will work collaboratively with laboratory information systems vendors and facilities to successfully onboard, resolve connection issues, and validate laboratory data to the KHIE and NEDSS platforms. The Technical Business Analyst will, also, monitor data quality and feed status for facilities in production with electronic lab reporting to ensure all facilities are reporting accordingly. Skill sets required:

  • At least 2 years of experience on healthcare related projects developing and documenting business and technical requirements using interviews, document analysis, gap analysis, business process descriptions, use cases, scenarios, business analysis, tasks and workflow analysis.
  • Strong analytical and project management skills required to facilitate laboratory, healthcare and non-healthcare organization interface connections to align with national and industry standards and best practices.
  • At least 2 years of experience working with HL7 messaging
  • Demonstrated oral and written communication skills and the ability to compose correspondence and reports. This includes the ability to interpret and tell the story of the data.
  • Strong analytical and problem-solving skills along with ability to work with large, disparate data sets, performing data mining, validation and analysis to trend and interpret information.
  • Excellent verbal and written communication skills and the ability to interact professionally with a diverse group. Able to communicate effectively with non-technical staff and with members of interdisciplinary teams.
  • Demonstrated ability to critically evaluate data gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and appropriately communicate information to a diverse group: executives, managers, key internal and external stakeholders, and subject matter experts. Skill sets preferred:
  • Knowledge and/or experience with Laboratory Information Systems
  • Experience working in public health surveillance
  • Experience facilitating KHIE interfaces within healthcare organizations.
  • Experience implementing EMRs in hospitals or provider offices.
  • Five years of experience working with HL7 messaging.
  • Five years of experience working on public sector healthcare related projects using HL7 messaging assisting with system testing, user acceptance testing (UAT) and system integration testing efforts.
